However, while his skepticism was healthy, it was misplaced on this particular occasion.

"I refused the throne." Rui stared at the man with an incredulous expression. "And even then, I am one of the most powerful people in the most powerful nation in the entire world. I am the crown prince, a powerful Master, a leader in the Martial Union."

He scoffed with a hint of amusent. "If I wanted money, I would have enough to create a new Sage-level powerhouse."

His words were truly heavy and bold.

And yet, the forr president Raymond realized that this was entirely true. There were more convenient ways to get his hands on six trillion dollars if he truly wanted than coming all the way to the Republic of Gorteau.

He was just unable to parse the fact that soone like Rui truly did not care about money. "You're right..." the man sighed. "Fine, I'm in. I will inform the senators and congressn hailing from the National Libertarian Party to vote in favor of passing the bill. In turn, you must commission the Gorteau Sages to take on the responsibility of vanquishing the quasi- Transcendent beasts and monsters."

Rui smiled. "Will do. Make sure that the plan doesn't leak, tell no one aside from the senators and the congressn themselves."

"I will operate with a strictly need-to-know basis," President Raymond replied with a nod.

"Good." Rui got up. "I will tell the President to continue with the bill then. Our business has concluded."

Once he left, he quickly arranged for one final eting with President Alia, who was pleased to hear the news that he had succeeded.

"You are quite impressive," she remarked with a pleased tone. "Then I will have Vice President nce propose the bill in the Senate as soon as possible."

And thus, it was ti to wait.

Rui simply spent ti in their training chambers, honing his foundations and his fundantals. While he waited for the democratic process of the legislature to get off its butt and pass its bill, he simply saw fit to hone his body and make sure that it was exactly as he

pleased.

After completing the foundational mastery for the Forge of Creation, one of the unexpected prerequisites was that he needed to do a lot of foundational 'maintenance' for his body physique and other physical and motor paraters for flexibility and balance.

Thus, he simply isolated himself in training, not bothering to interact with any of the Masters. He simply lost all interest in interacting with Martial Artists of his Real at this point. The only exceptions were peak Masters.

It was unfortunate that the Republic of Gorteau didn't have any peak Masters at this point. He looked forward to eting other peak Masters around the continent. Regardless, his training days didn't last very long as the slow legislative process finally got its work done, and a parliantary eting was called.

In a large and illustrious parliantary hall, many congressn gathered in a large variety of seats that spanned the entire hall, divided into two sections. They revolved around a podium and speaker's stand occupied by a single man.

Vice President nce.

"And now, for bill D-63," he announced, "titled 'Expenditure on Martial Breakthrough and Hypnotic Embedding Services,' proposing to spend a six trillion dollars in commission the services of one Rui Quarrier Silas Kandria in exchange for all possible breakthroughs into the Apprentice, Senior, and Master Realms."

His gaze swept across the entirety of the parliant.

"All in favor?"

A large number of senators and congressn raised their hands, forming a substantial majority.

"All against?"

A minority of them raised their hands, voting against it.

"Thereby, the Congress votes in favor, and thus, bill D-63 is passed."

And just like that, a bill to spend six trillion on Rui was passed.

Of course, it was not just like that. In reality, Congress has deliberated and negotiated the terms and conditions of the agreent and contract that Rui would be signing with the Gorteaun governnt.

These experienced legislators could indirectly decide the clauses of the contract that Rui would be signing by virtue of the fact that they could specify the conditions under which the agreent could be signed.

They had extensively deliberated to ensure that there was absolutely no way that they could be short-changed in this agreent. There could be absolutely no trap through which Rui could escape his obligations of breaking all the Martial Artists that he promised to break through.

And he did.

Shortly after the bill was passed, President Alia and Rui signed an extensive agreent that took into account all the conditions that the bill mandated their agreent to have. And thus, the agreent was officially ratified.

"As the president of the Republic of Gorteau, I look forward to witnessing the birth of new Martial Apprentices, Seniors, and Masters," she smiled.

"I look forward to remuneration for my services upon completion," Rui exchanged a pleasant

smile.

It took every bit of self-control not to laugh at her face.

Rui was expected to follow up on his end of the bargain first, which he was more than willing to do.

In a Martial training field in the Republic of Gorteau, many important mbers of the governnt, including the President herself, ca to witness the historic occasion of

artificially triggered breakthroughs.

While Rui had long lost all sense of amazent at his own ability to break Martial Artists through, having co to regard it as an annoying but powerful chore, it was still an impossible miracle in their eyes and one of the biggest reasons for the Great East Panamic

War.

Their jaws dropped as many dozens of Masters, hundreds of Seniors, and tens of thousands of Martial Apprentices were born just like that. The historic mont was recorded and spread across the entire nation by the press in an attempt to motivate the citizens of Gorteau to elevate the spirits of the entire nation.

Shortly after the breakthroughs were confird, Rui went on to embed the Hellbringer model in all of them as well, completing his end of the bargain.
