The Gaia Reproduction Plan served as fertilizer for the developnt of the Gaian Alliance. If there were so parties who weren't entirely on-board with the federalization process of Gaia for all matters relating to outer space, they now had very little choice. The Panamic Alliance could have very easily kept this plan for themselves and could have capture the gargantian with their own forces, using its power to get their hands on the way to help Gaia reproduce across the cosmos. However, because the Emperor of Water offered it as a benefit to joining the Gaian Alliance, the incentives were overwhelming. Ru discovered that the developnt process grew a lot smoother from that point on after she conveyed to all nations Rui's intentions to share with them the fruits of the Gaia Reproduction Plan as long as they fully committed to the structure of the Gaian Alliance.

Nations beca more pliable and more willing to compromise with whatever demands were made of them. Submitting to the Gaian Alliance would necessarily strip them of so of their liberties and place many limitations on what they could and couldn't do.

The Gaian Alliance was likely to be a parliantary federalist structure, where each mber state had a say in the legislation, regardless of their power, and the parliant would elect the Chancellor of the Gaian Alliance every five years.

When it ca to the system of managing their interstellar activity and unifying it for all matters outer space, the Gaian Alliance rapidly settled on a system of integration of various space forces rather than complete assimilation.

Thus, the Gaian Space Force was not a monolithic organization that absorbed all the space forces of the various civilizations and mbers, but rather integrated various exo-militaries into their system and chain of command, giving them so partial liberties and so obligations.

This allowed for highly coordinated structural and strategic planning. For instance, the other mber states could now stop trying to create their own interstellar gates which had been in planning and design, since the Gaian Alliance had systems that allowed for Panamic infrastructure to be used by the alliance as a whole.

Soon enough, the mber states of the Gaian Alliance completed the lengthy planning process in just a little over a month after the Gaian Wars, as they had co to be called. A consensus had been reached.

"Delegates, the ti has co." The voice of Minister Ru hung in the air as she stood at the speaker's stand upon a podium, directing a sweeping gaze across the conference hall and the many representatives of the many civilizations in Gaia.

They had co in person for a montous occasion. The bright ceiling lights illuminated every inch of the conference room in a sharp light, creating a pointed, tense atmosphere. Each major nation and civilization in Gaia had sent a delegate; two elves of dark and light skin sat next to each other, wearing living attire fashioned from plant fibers. So distance away, a therianthrope with dragon features sat with folded arms, wearing a grim expression. A 'small' giant sat so distance, managing to fit into normal seats at a relatively normal height of seven feet tall. He was one of the mbers of their race that fell to the other end of the spectrum, entirely not afflicted by the curse of hunger, but also entirely unable to pursue the Giant Path as much either.

A tekvore with tal patches across her face also sat in a dignified position, her formal attire lined with glowing lines of circuitry. So distance away, a translucent evolutionary also took his place among the delegates, next to a dwarf wearing the crest of the Bournvyrne Empire upon his chest. Behind the delegates of the various mber states of the Gaian Alliance was the press, silently docunting the historic mont. The press had been following the developnt of the "After a long deliberation process, we have finally completed the model for the Gaian Alliance," she announced with a serious tone of voice. "And now, it's ti to ratify our consensus into the annals of law."

Her golden eyes sharpened. "I hereby forward a motion to ratify the Gaian Federal Parliant Act."

Before her was a large, thick stack of papers within a docunt with that very title, it contained all the laws and protocols for the system governing the Gaian Alliance that they had collectively agreed to.

"All in favor?" she asked with a heavy tone of voice.

Every single hand flew up.

"All against?"

Not a single hand went up.

"Then, with unanimous consensus, we hereby ratify the Gaian Federal Parliant Act."

A round of applause erupted from the delegates and the representatives gathered from across Gaia as the sound of shuttering caras hung in the air. The Gaian Alliance had fleshed out its structure and its system, allowing it to beco an operational entity once the system was implented. "And with this, I now hand it off to the Chancellor of Gaia, Emperor Rui Quarrier Silas Kandria," she continued with a smile. "Who will address all of Gaia as its leader?"

The world grew silent as the sound of his footsteps seed to perate through the very fabric of reality itself, overwhelming all other sounds. As if refusing to permit anything to overshadow it.

The mont people's eyes fell on him, they grew enchanted.

They grew enchanted with reality itself.

The information dinsion shifted in his presence as reality seed to wobble, as if like the surface of a serene lake of water. The power that he exuded didn't itch at their skin the way Martial Sages and Martial Masters did.

No, it itched at their very phenonology and the taphysics of the world around them. It was a quiet and yet overwhelmingly absolute power.
