After all, Fang Ka does not intend to differentiate the revenue from the Gold and Silver Mines on the rfolk Islands from that of the Magic Crystal Vein.
So the best choice is to have the Underground City serve as a fixed transit hub for players.
Players who achieve Middle Tier must go to the Underground City, creating a mandatory demand for it.
This way, players will stay in the Underground City for a while. After they achieve High Tier, although they can roam freely, they will still have so attachnt to the Underground City.
