That is, if the actions of the current Elf King are deed utterly reprehensible by all surviving retired Elf Kings, they may unite to exercise the right to depose the Elf King.
This rule places no restrictions at all on the current Elf King's power, rely leaves a trace of deterrence, its actual effect is minimal.
After all, in the long history of the Elf Kingdom, there has only been that one utterly reprehensible Elf King.
