That evening, the travelogue ’Journey to Find the New Land’ was personally taught by Kaelen in the large square in front of the future Temple.

He was not like other teachers who would tell the whole story at once; instead, he frequently paused so everyone could freely express their thoughts on the situations in the story.

For example, when Caroline’s group passed through a forest and encountered a team of unfamiliar beastn, Kaelen would stop and ask the tribesn, "The opposing side has eleven people, and you only have four, facing the risk of being robbed and hard. If you were in that situation, how would you handle it?"

Everyone fell into deep thought, and occasionally soone would raise their hand to answer. Every ti a person stood up, Kaelen would nod in appreciation. After no one had any more opinions, he would analyze the pros and cons of each person’s idea.

The travelogue ended with the image of Caroline’s group of four establishing a rchant caravan so large that it traversed the entire continent. Even though their journey went through hardships and obstacles, almost dying many tis, and sotis being captured and nearly turning into slaves, with their sharp intellect and a burning desire for freedom, the four young friends weathered the storm and reached the pinnacle of their lives.

Actually, Kaelen wanted to write a bit more; after all, his stories usually had very tragic endings. Initially, he wanted to have the three beastn in the team secretly fall in love with Caroline, covertly fighting each other and creating a loophole for enemies to infiltrate. Ultimately, the three beastn would all be killed, and Caroline would have to use a sharp hairpin to pierce his own throat to commit suicide and protect his chastity.

But in the end, Kaelen stopped his pen at a happy ending. Anything pushed too far was not good. Let their wings spread freely; the vast sky out there was not always clear and blue, so they had to learn by themselves how to stop and find a safe shelter whenever storms arrived.

"Today’s class ends here. Everyone go back and rest well; tomorrow we will have the grade-transition exam. If you pass the grade-transition exam, you will be exposed to more extensive knowledge. Good night, everyone~"

"Good night, Little Priest! Good night, Chief!"

Kaelen left a copied version of the travelogue for everyone to pass around and read, while he gave the original to Sane. He discovered that Sane really liked this story. Recalling the eager-to-learn little snake in the illusion, Kaelen was certain that Sane loved adventurous exploration more than anyone else.

He said to Sane, "Do you rember the domineering CEO movies we used to watch? CEOs can go on business trips, take resort vacations, or have ti for frivolous romance because they have trained capable and loyal subordinates."

Of course, he wanted to bluntly say that real-life CEOs were busy as hell; they had no ti to chase after a stupid and useless little brat who knew nothing but throwing tantrums and running away from ho at the drop of a hat.

However, he also wanted Sane to relax a bit, not needing to take everything upon himself.

Sane pondered for a mont, frowning, "It’s not like I haven’t thought about it, but I am still busy to death. Tell , even working at full speed, I can only spare one free day to be with you. How do those... uh... CEOs? Right, CEOs. How do those CEOs have so much free ti? Aren’t they afraid their ’tribe’ will fall apart?"

Kaelen smiled secretly. Look at this, even a primitive Chief could see the problem, yet those teenage girls always thought movies were real. He poked Sane’s chest, saying:

"I think it’s because our tribe is still relying on the mindset that the Chief will take care of everything. How about we try switching to a different model?"

Hearing that, Sane showed imnse interest. Tilting his head, the beastman asked, "A different model? What is it like?"

"Granting short-term property ownership through competition!"

Sane was a bit curious, "I don’t quite understand. What is it specifically?"

Kaelen took out a piece of paper and began analyzing it step by step for Sane to understand:

"First, you should consider the tribe as a private enterprise, aning your personal property. There is no council or anything; you have the right to decide who can do what and hold which position. Next, you should divide the tribe into multiple departnts, with each departnt having a head.

These heads will then divide their own departnts into smaller divisions, selecting a leader for each division. From these division leaders, team captains will be chosen to manage the people considered as workers and employees..."

Actually, the thod Kaelen ntioned was no different from dividing work groups like before, but instead of just distributing power to a few top leaders, the power was now broken down, allowing everyone to exercise the privileges associated with their positions. If they wanted more privileges, they had to strive to compete for higher positions.

This way, the pressure on the top leader would be significantly reduced. Even when the top leader was absent for a long ti, the tribe could still maintain stable developnt.

Initially, he also intended to emulate the modern socialist system, but felt it seed unsuitable. First, the tribe was used to the communal system, making it very hard to change. Second, their tribe was too small, lacking the scale to implent individual liberalization independently; doing so would make the tribe as a whole incredibly fragnted, which was detrintal to developnt.

To develop under Capitalism or Socialism, their tribe had to reach at least the level of a Nation.

With Kaelen analyzing it like that, Sane imdiately understood the core of the issue upon hearing it. He nodded in agreent with his mate’s viewpoint but still had his own insights:

"Competition is always the driving force for developnt, but if competition only focuses on the result while disregarding the process, then the ones who suffer will definitely be those with no power."

Kaelen smiled, "That’s right, which is why besides the economic developnt departnts, we also need a judicial departnt, a security departnt, and a social welfare departnt. First, our tribe must have a constitution. This constitution will be divided into several codes of law: Labor Law, Economic Law, Criminal Law, and Social Protection Law."

He held up each finger to count, carefully explaining further:

"The Criminal Law is used to determine the penalty for those who intentionally harm others, steal property, or betray the tribe. The Labor Law stipulates working hours and the minimum contribution points so that no one’s labor is exploited to the point of exhaustion. anwhile, the Social Protection Law is the umbrella sheltering the elderly, the disabled, and orphaned cubs."

Sane listened attentively, his fingers stroking Kaelen’s soft hair. He thoughtfully said:

"Previously, when there were disputes in the tribe, everyone would co to the Chief. Whoever was stronger or better at arguing would win; sotis, things were simply settled with fists. Now, you want to use these ’laws’ to replace my judgnt?"

Kaelen nodded, reaching out to lightly pinch the tip of Sane’s nose. "Exactly! You will never have free ti to romance if every day there are two beastn running over to ask the Chief to judge who stole whose bird egg. Those trivial matters will be handled by the Judicial Departnt."

He continued, "Everything will be based on the laws clearly written in black and white. Anyone who violates them will just be punished according to the severity outlined in the law, without giving face, without relying on personal feelings, and without the Chief needing a headache trying to arbitrate.

With this model, the Chief—you—only needs to control the Military Departnt and hold the final veto power in serious cases that threaten the tribe’s life and death. As for the rest, just let the system operate on its own."

Sane took a deep breath.

The picture that Kaelen painted before his eyes right now no longer stopped at managing a group of people living together, but was a perfect, tightly-knit, and extrely solid machine of power. A system where even if Sane was absent for a long ti, or grew old in the future and no longer had his peak strength, the order and developnt of Crimson would still never be shaken.

As for the power in his hands, Sane naturally thought about it as well. Human tendency was always to yearn for higher things, or more accurately, the ambition for power.

Obsidian and Jaxon from before were a pri example.

But he was not Jaxon; unless he handed over the position he sat in himself, no one should even dream about it. Beastman society revered the strong; as long as he was strong and wise enough to crush others, no one could threaten his status.

He wrapped his arms around Kaelen, hugging the Sub-Beast tightly against his chest. Burying his face in the crook of Kaelen’s neck, the beastman greedily inhaled the familiar scent on his mate’s body, "You truly are a priceless treasure..."

Kaelen burst into laughter, patting the back of the large snake who was rubbing back and forth, and narrowed his eyes, saying:

"Alright, your priceless treasure is very sleepy now. Never mind you, I also want to step outside to see the vast world. If you are too slow, I will go by myself."

Sane smiled dotingly, picking up the young man who was yawning repeatedly to put him on the bed, "Okay, I will definitely try my best, so that when the ’CEO’s wife’ throws a tantrum and runs away, I can also ’chase my wife in a crematorium’."

Kaelen laughed so hard the bed shook.

He wasn’t wrong at all; His Excellency the Chief was not only addicted to reading novels but also obsessed with cheap romance movies~
