2. Increasing the size of the British Officer Corps stationed in Persia, aiding the Persian Kingdom in transitioning and innovating from a feudal army to a modern army. As an essential part of the strategic partnership between Britain and Persia, Britain will increase the number of military advisors and instructors stationed in Persia to assist with military reform. This cooperation will cover military training, tactical guidance, operation of modern equipnt, and optimization of military organizational structure, helping the Persian Kingdom establish a more efficient and modern military force to ensure it has sufficient capability to handle any external threats.

3. Promoting deeper interaction in economic and trade relations between the two countries; Britain and Persia will enhance cooperation in the fields of economy and trade, promoting more unilateral investnt and project collaborations, especially in raw materials, infrastructure construction, and technology exchanges.

4. Simultaneously, both parties will strengthen intelligence exchanges, striving to establish a normalized intelligence sharing chanism by the 1840s, engaging in comprehensive cooperation on counter-espionage, regional security, and other aspects, ensuring the effective safeguarding of the two countries’ common interests.

Thirdly, reforms regarding the Britain-Persian intelligence exchange chanism and other contents will be entrusted to the Earl of Dalmo, Plenipotentiary Ambassador of the United Kingdom of Great Britain and Ireland to the Russian Empire Court, for supervision, and executed specifically by Sir Arthur Hastings, the Cultural Attaché of the United Kingdom of Great Britain and Ireland at the Russian Empire Court.
