The first aspect being the new substitution phase limits the overall deck size.

Of course, substitutes might overlap, so strictly speaking, the deck shouldn’t have more than 15 cards.
This absolutely lowers the card pool depth requirents for players compared to the previous unlimited substitution.
In a large sense, it narrows the pool depth gap between the two players at the table.

The second aspect is that after the new substitution rule, direct counter cards will appear less frequently.
Direct counter cards refer to those that counter specific cards like wood cards, beast cards, or mushroom cards.
