But once we unite, it would be like tearing a muscle if they want to move against us again.

In such a situation, how dare they attack us? These righteous cultivators can't bear to sacrifice their disciples for the sake of exterminating evil." The Dragon King of Yellow Sands chuckled.

After he spoke, everyone fell into deep thought, furrowing their brows.

A stable place to settle down was sothing all the Sand Bandits naturally yearned for.

They were contemplating because they understood that once they allied and built a city together, it would an losing a certain degree of freedom.

Everyone present was a leader of Sand Bandits, accustod to having the final say in front of their subordinates, enjoying that sense of authority.

But if so many people were to build a city together, they couldn't just live independently, could they?

Wouldn't it then be necessary to differentiate between the strong and the weak, the primary and the secondary?

The Dragon King of Yellow Sands was the strongest among the Sand Bandits; no matter what, his position would not be challenged, so he naturally wanted to facilitate the formation of an alliance.

But as for what those slightly weaker leaders of the Sand Bandits thought, that was unknown.

Having been the leader for so long, no one wanted their status and position to change.

"I know what you are worried about," the Dragon King of Yellow Sands broke the silence himself, continuing: "After building the city, a hierarchy must be established, or else the city could crumble without any righteous cultivator's attack."

"However, your subordinates will still be under your command; no one else will interfere. I can guarantee this."

"Additionally, after building the city, we will establish a Sand Bandits Alliance, and all affairs within the city will be decided collectively by the alliance, without or anyone arbitrarily seizing power."

"The hierarchy within the Sand Bandits Alliance will be determined by duels...."

Before the Dragon King of Yellow Sands finished his sentence, soone couldn't help but interrupt with a sarcastic laugh, "Duels? Who doesn't know you, Dragon King of Yellow Sands, are the strongest, haha...."

Although it wasn't stated explicitly, the implication was quite clear.

The Dragon King of Yellow Sands, unbothered and unruffled, continued, "I haven't finished speaking."

"The duel isn't a simple contest but a bet."

The Dragon King of Yellow Sands took out a plate, pointing to it:

"You are free to challenge anyone present, with unlimited challenges, but you cannot challenge the sa person repeatedly.

However, there is one rule: the challenger must first put ten thousand supre quality spirit stones into this plate as a stake, while the challenged party does not need to put up anything."

"The spirit stones put into this plate will be considered our funding for building the city; if there is any surplus after the construction, it will be added to the Inner Vault and will not be refunded."

"If the challenger wins, they record a victory; if they lose, they cannot retrieve the ten thousand spirit stones."

"Finally, your ranks within the Sand Bandits Alliance will be determined by the number of victories."

"What if so people have the sa number of victories?" soone interjected.

"If that's the case, an auction will be held among those with the sa victories. The auction fee, like the stakes, will be put into the plate, and whoever offers more will rank higher."

After the Dragon King of Yellow Sands finished speaking, all the leaders of the Sand Bandits pondered deeply, eventually finding it reasonable.

At the very least, those in higher positions in the Sand Bandits Alliance would have to contribute more assets to the city's construction, avoiding a situation where they exhaust their resources for soone else's benefit.

"Challenging costs ten thousand supre quality spirit stones per duel..." A few weaker Sand Bandit leaders couldn't help but grimace.

Sand Bandits never know when they might lose their lives, so they live day by day, rarely saving up.

For these weaker Sand Bandits, ten thousand supre quality spirit stones were nearly their entire fortune, and they would not part with them for a gamble.

Undoubtedly, their status and voice in the Sand Bandits Alliance would be the lowest.

But looking at it another way, if they originally contributed nothing, freeloading a safe haven seed acceptable?

Other stronger Sand Bandits had the sa thoughts.

Naturally, they wanted to pursue higher status, even if it ant paying more, though it seed worthwhile upon reflection.

Looking at it this way, the Dragon King of Yellow Sands truly had a way of handling matters, able to consider all the Sand Bandits, with a sense of leaving no stone unturned.

"Can the challenged concede?" This was a question from a weaker Sand Bandit leader.

The stake for a duel was ten thousand supre quality spirit stones, so one could imagine they would choose to challenge weaker Sand Bandits to ensure they didn't get nothing for their effort.

Still leaders, even if weaker, they didn't want to be punching bags.

"Yes," the Dragon King of Yellow Sands nodded.

"Ladies and gentlen, what do you think of this plan?" He paused and continued.

"I have no objections." The leader of the South Seas Bandits, Taoist South Seas, was the first to agree, subtly signaling the Dragon King of Yellow Sands with a glance.

He was a stooge found by the Dragon King of Yellow Sands.

"Neither do I." The Daoist of Beast Control, who most wanted a place to settle, replied.

Daoist Left Beard nodded.

Each group declared their stance, quickly reaching a consensus.

"Alright, to show sincerity, I will set an example," the Dragon King of Yellow Sands took a deep breath, pulling out a fragrant, yellowish, oily object.

"Supre Quality Dragon Saliva Jade, worth enough to value ten thousand supre quality spirit stones," he casually tossed the Dragon Saliva Jade into the plate and then, with a flick of his finger, pointed to the highest cultivation among those present other than himself, Daoist Flying Crossing of the Second Calamity Realm, "In the first match, Daoist Flying Crossing, please."
