It wasn't really an "assignnt" per se—he simply didn't want to leave them with nothing to do.
As for the Akatsuki Organization, Byakuya's original intention was to recruit Matsumae and Kanae to fill the numbers.
But numbers were one thing; these two weren't trustworthy yet.
