Why did Masahiko think there would be a huge wave of Witness Points?
First of all, there was Kakashi. He should be able to advance to Chunin without any suspense, which would definitely earn Masahiko at least 5 points, and at most 10 Witness Points.
Secondly, and more importantly, Obito also had hope of becoming a Chunin this ti.
Masahiko didn't recall if Obito ever advanced to Chunin in the original story, but it certainly wouldn't have been in this Chunin Exam less than half a year after his graduation. After all, he was the "dead-last."

He had a rough idea of Obito's strength. He belonged to the category where he could beco a Chunin with good luck, but would fail with bad luck.
With only one day left before the Chunin Exam, unless Masahiko helped him cheat by sealing so little gadgets on him, there was really no way to improve his strength much.
"Not necessarily." Masahiko chuckled inwardly. "I can teach him a few dirty tricks."
Looking at Obito, Masahiko beckoned. "I'll teach you a few powerful Taijutsu moves. Attack again."
Obito looked excited. Although he was still a bit tired, he charged over imdiately.
Just as he threw a punch, which Masahiko raised a hand to block, Obito's face turned red, and he cried out in pain.
Looking down, Masahiko's foot was firmly stepping on his toes.
Masahiko smiled. After lifting his foot, he watched Obito hugging his foot and sucking in cold air.

Obito was stunned at first, then overjoyed.
"This move is even more amazing! Thank you, Master! This ti I will definitely beco a Chunin!" Obito's confidence grew even stronger.
But Masahiko shook his head. "This move won't work on Kakashi; so people won't fall for it. If you face Might Guy, you can try it. Simple-minded people are easier to trick."
After speaking, Masahiko waved his hand, turned around, and left. His pre-exam guidance for Obito ended here.
Obito nodded in confusion, pondered for a mont, then suddenly felt sothing was wrong.
"Master, are you saying I'm simple-minded?" Obito chased after him and shouted.
"Figure it out yourself."
Masahiko responded indifferently.
