"The best idea I can co up with would be to fortified several locations through the entire empire and have each location have its own army that would be deployed in case of Purple Hyena guild appearance."

"Do you have any other idea? Any GOOD ideas that would minimize the casualties and the destruction caused by those terrorist while also strengthening our order?"
