What is the biggest issue with this opinion paper?

Actually, it doesn’t lie in the debate between contracting models, nor in the constraints on the Inspectors.

The real flaw lies in being overly fixated on the division and allocation of power, without laying out a clear goal.

More precisely, it’s the lack of phased goals that could show a clear path.

Reading through it, there’s a strong sense of urgency that seems to shout: if you don’t give this job to , whoever else you choose will definitely screw it up.

But if the job is handed over, the opinion paper contains no achievable goals, only KPIs.

In more current terms, it’s like "outsourcing."

When Ding Yishan drafted this opinion paper, it should have been from the perspective of both parties.

But now, the opinion paper identifies three clear entities: Happiness City, the Inspection Station, and the Inspectors.

Happiness City only issues tasks, the Inspection Station only accepts and assigns tasks, and in the end, all the specific burdens fall on the Inspectors.

"Yes, Station Chief!"

Jiang Chuan quickly turned around, pulled out paper and pen from the backpack at the door, and sat by Lei Hu’s desk in a ready-to-record stance.

From being called "kid" initially, to "Cheng Ye" later, and now "Inspector Cheng."

The progression of titles hid a subtle implication from Ding Yishan.

Falling on Cheng Ye’s ears, it made his heart skip a beat.

Indeed, he gambled right!

Cheng Ye purposely slowed down his speech, articulating clearly.

Laying emphasis on certain key points, naturally bringing a sort of compelling force to think along: "Defining areas for them, distributing supplies, even setting up housing and providing jobs, these things are not difficult because when making these plans, everyone is a quantifiable number."

"The real difficulty lies in executing this plan, when disputes arise because of unfair resource distribution, when turf wars break out, who will stand up to stop them?"

"When construction is in full swing, if Infected Bodies infiltrate or infection sources spread among the crowd, who will stand up to clear it out?"

"When migrants cannot endure the hard days of construction and try to enter the Buffer Zone seeking change, who will stand up to stop these people?"

"Even if soone openly questions Happiness City, questioning the rules and plans we’ve set, who will quell this public grievance, who can handle this ss?"

Stop, clear, prevent, handle.

Four words, Cheng Ye deliberately stressed the pronunciation.

With heavier responsibility, there must be greater authority.

But one must never overlook, coexisting with responsibility are issues, risks, relentless pressure, and unbearable compromises and sacrifices.
