Cheng Ye glanced at the clock in the center of the eting room; it was just past ten o’clock.

Eight hours were enough for him to ticulously craft his answers, and he could even draft a complete outline on scratch paper.

As the pen touched the paper, ideas flooded in like a tide.

In the section where he had to choose the purpose, he wrote eloquently:

From resource allocation to personnel division, from infection source defense to improvent of public satisfaction, each issue was closely tied to the actual situation of Dapo Town, without a single empty slogan.

Sitting next to him, Matthew Lee appeared restless, scratching his head and pausing frequently, especially whenever he glanced at Cheng Ye, who was writing like a machine, filling one page of scratch paper after another, the corners of his mouth red with stress.

His anxiety was indescribable in words.

Outside the window, the sky remained overcast, the rain fluctuating in intensity, tapping on the glass with a rustling sound that intertwined with the noise of pen tips scraping on paper, creating an oddly intense atmosphere of focus.

Cheng Ye, however, remained imrsed in the test, sotis pausing to think, sotis writing furiously, oblivious to the golden rays gradually streaming through the window.

At four-thirty in the afternoon, with an hour and a half left, he finally put down his pen and began to check the draft word by word.

After confirming the logic was seamless and the asures feasible, he organized the key points into a formal answer, his handwriting neat.

During the final read-through, he added a sentence at the end: "The core of the Satellite City is to support developnt rather than compete with Happiness City and the Industrial Zone. Every step in the construction of Dapo Town should be based on giving displaced people shelter, work, and hope, creating a unique fishing and handicraft Satellite City."

After writing this sentence, Cheng Ye gently closed the test booklet, feeling an unprecedented sense of satisfaction wash over him.

Perhaps he wasn’t an experienced inspector, and perhaps he still had significant shortcomings in terms of martial power and construction, but every word in this plan concentrated his most foundational understanding of Satellite City construction and Dapo Town.

It wasn’t to replicate a Super Shelter City like Happiness City, but to build a Super Satellite City that would attract displaced people to settle.

"Zhang, hand in the test!"

When the test papers were collected, Cheng Ye instinctively looked up at the window and was montarily stunned...

The sky had briefly cleared!
