And then there is the infrastructure that needed to be there for these spy thing to even succeed There needs to be at least safe houses A network of this places.
Of course, this is the Steppe.

Safe places for the spies and informant along the major trade route and within rival territories.
Aeryon also thinks that since safe houses could not be established, he just needed to modify it a bit.
Since they are a nomadic tribe, he could use the nomadic mobility to his advantage by having movable bases of operations.
It suits the Steppe even better Aeryon doubts anyone in the Southern Steppe right now is even thinking of building a spy agency.
Most of their spies are still in the stone age.
There is no true organization.
Aeryon knows better than most if these spies could be coordinated, given a direction, the burst of power that they could give the frontline would be imasurable.
Knowledge is power.
These words are not empty words.
There is other asures that Aeryon would roll out after the first batch of spy is produced.
One of them is secret communications.
At first Aeryon himself wanted to develop these secure thods of communication but after a few days, he gave up.
Not because it is that hard for him but because he found out he did not have enough ti.
He could not train; he could not focus on other things and it is a waste of his energy to do it when he could order soone else to do it And of course, the only one he could think of is Mayeux.
Mayeux himself is trying to find soone lese so that he could focus on so other work.
Aeryon realized that he might have put too much plate in Mayeux plate.
And it is burdening him.
But Aeryon did not find many talents that veered toward administrative duties.
Maybe if he t more Roma people he could use the Roma people , as bad as they are recognized when an enemy could surpass them and they also lacks certain of the hatred that Yan people have toward the people of the Steppe This is people that they could work with.

From what Aeryon could see he could tell that Mayeux knows how to start with the information gathering So of it is old thod that has been tested true and proven since a long ti and that is integrate information gathering with trade.
Aeryon was not the first that did such a thing but he was the first to organize it and expand this thod.
Utilizing rchants and traders as sources of information.
They are like a walking information brokers.
They travel widely and interact with various groups and they would know the pulse of that tribe.
Whether they were confident, scared, whether the confidence of their chief is real, or the perceived image of the tribe and the enemy.
All of this could be inquired by the rchants.
Een fi they did not inquire it; these rchants could tell a lot of thing when they got to a tribe.
Other option for information gathering also includes local intelligence, locals who are familiar with the rival warlord’s territory to gather specific details about terrain, supplies, and troop movents.
And then form a small team of trusted advisors to analyse gathered intelligence and provide strategic recomndations.
Out of these three steps, the last step is the hardest “All of this could wait after the first batch of spies co out” Aeryon thought.
It is not that he could wait.
He had no other choice but to wait.
Aeryon does however wanted Mayeux to rush on certain parts of the spies agency.
For this, they have to use their current spies.
It is counter espionage.
Misinformation campaign, to mislead rival spies and create confusion and internal surveillance.
Since the agency is not yet created, for now, this kind of task is put on the spies that they have just acquired.
Aeryon knows he would set himself up for failure if he tries to do all of this by himself so most of his work is delegated to Mayeux The good thing about having a capable subordinate is that you could delegate power and responsibility without worrying too much There is many modern knowledge of spies he wanted to integrate with the new spies agency after it is created.
This is the second step for him to dominate the Southern Great Steppe.
First, used diplomacy.
Then make sure there is spy agency that could train spies.
Third is the use of force.
Capture key resources, subdue the enemy quickly and maintain low casualties.
These are all connected to equipnt and training of the soldiers.
To expect uniford discipline like modern army is absurd but Aeryon had noticed that the people of Steppe is a born fighter.
The more they fight, the longer they survive the battlefield, the faster they beco more powerful Even Yan use these kind of technique of pig charge.

He wanted them to survive.
As long as the armour is sufficient, the weapons is sharp, the enemies would die and his people would survive.
And as they go through more and more battle, they would beco more and more disciplined and cultivate an invincibility aura.

Invincible.
As long as there is this belief even an impossible situation could be turned around.
Aeryon noticed that when the morale is low the battle line falls even more easily.
But if they actually held on, and maintain a belief that they could tide through it, they could always turns back around and stage a coback.
Aeryon sees it many tis when he was fighting the tribes.
If only they could muster so kind of discipline, they could have won.
Aeryon himself know that to create any kind of discipline like the one in modern army would require a professional army.
Which he could not create right now.
That would require a powerful centralized authority and at the sa ti educated people.
No matter how strong he is and how powerful his influence is Aeryon knows that this kind of thing had to be taken step by step.
One by one.
Reform must be done but it should not be done rashly.
It did not an that Aeryon wanted to slow down the reform but not doing two at the sa ti.
There is many things you could multitask in this world.
However, if the thing you wanted to multitask, is changing how the world works, touching the interest of many people, changing lives and everything that is familiar to the common people, what you should not do is multitask this thing If you want to reform the military, reform the military and focus on it.
Finished doing that reform the economy.
So on and so forth.
One step at a ti As he keep reforming and the effect of these reform started to show, Aeryon believe that this strength would accumulate and added to the comprehensive strength of his tribe He did not need to worry about it.
He does not need to be impatient about it.
He did not need to be rash about it.
Taking on step at a ti did not an that it is slow.
What is more slower is if he rashly implent so many reforms at the sa ti Nothing good would happen when one is rash in doing things like this.
If because of his rashness, these reforms failed to show its effect, these reforms would be abandoned or had to be scrapped That would an all the efforts and ti invested in the atter is a waste.
