If the agricultural surplus cannot supply enough for the industrial and urban population, then industrialization is out of the question.

From a political perspective, strengthening the economic power of farrs is to strengthen the power of Horn.

Because the true supporters of Horn are the three million Public Register Farrs and laborers of the Thousand River Valley, but currently, they have neither the will nor the ability to offer their support.

While Horn is not currently unlocking the shackles, it has at least loosened them and added fuel to the engine of alchemical and gear industrialization.

Switching to rice fruits and washing tuber roots requires cheap fuel, doesn't it? Then there's a market for peat.

Iron slting vats and heating stoves need fuel, right? There still is a market for peat.

So if food is to be commodified and marketed, doesn't it require frequent transportation and exchange? Then doesn't the road and canals need to be built? And doesn't that require mortar?

Since roads are to be built, aren't construction workers needed? For transportation, aren't coachn required? And won't small shopkeepers and rchants be needed for the selling process?

The sugar industry, not to ntion, is the main foreign exchange product, ant for earning foreign exchange.

So the scale of basic light alchemy in mortar, sugar-making, and peat will inevitably expand with the expanding market, thereby strengthening the power of the labor force.

The increase in labor scale is not arithtic but geotric because these products are industrial chains.

A sugar workshop requires three plantations and a Sli Alchemy Workshop; a mortar workshop needs five quarries to supply sandstone, and doesn't product transport need loaders? rchants? Accountants?

As these groups grow stronger economically, with correct guidance and political ans, they can smoothly transition into political and military discourse power.

The simplest is, after promoting the switch from wheat to rice, when Horn, as a national-level Trust, can cut off the peat supply to a county with a single word, guess who the County Governor will listen to?

"We have understood the suggestions of all representatives." Moliat's voice was not loud, but it suppressed all the noble representatives' discussions, "Please wait patiently for the afternoon's results."

...

A whole day of the constitutional convention ended, and the representatives walked out of the palace in twos and threes.

Several out-of-town traders were still discussing the new charter bronze pillar at the entrance, engraved with the newly minted Article Four of the Constitution.

Among the crowd exiting the Central Palace, Armand, holding the redwood briefcase exclusive for high-ranking monks, had just stepped out of the archway when he heard hurried footsteps behind him.

"Wait, little monk, wait." A clear female voice ca from behind.

Armand turned around to see the female companion of the El people who interrupted him at the eting earlier, pressing down on her hat, rushing over.

"Is there sothing you need?"

"It's like this, I apologize for my companion interrupting your speech multiple tis." Lupher lifted the hair at her temples, slightly shyly bowing her head, "I would like to treat you to a al as an apology."

"Uh, actually, I already have an appointnt with my friend..."

"You can all co together." Lupher's eyes twinkled, "Actually, I want to write sothing about the Salvation Army, because there are many related rumors in the Empire, perhaps you could help clarify so of them?"

After a mont of thought, Armand imdiately put on a polite diplomatic smile, shook Lupher's hand, and said, "Then it's better to accept the invitation; allow to introduce myself, I'm Armand, Armand-Jean Richelieu Kosse."

"I'm Lupher, Lupher Lakin."
