Levi found his three subordinates and inquired about the situation here, sensing a heavy feeling of danger emanating from the direction of the Lost Domain.
"I fear that over thirty Nightmare Monarchs may have gathered there, and there’s no sign of stopping. The Nightmare World could be planning sothing massive. Might they be summoning a hundred or more... If so, that would spell trouble."
The entire Pan-Plane comprises just over a hundred, and Nora currently holds only one-third of that. In a three-against-one situation, Nora stands little chance... Ultimately, the difficulty lies with Emmon, a near-level 11 presence.
While over in the Giant World, level 11 has yet to make an appearance.

Leaving the Nightmare behind, Levi returned to the real world and reached out to the Supre Council, sharing the information he had gathered with the Legendary Wizard, urging everyone to be prepared.

Sauron Continent, Supre Council.
Around the round table, forty level 10 strongn projections gathered together, including 34 from the Nora Civilization, Legendary Wizards, Giant Kings, Five Barbarian Lords, and even the Survivor of the Vast Sea from the Earth’s Core attended in projection form.
The only vacancy was for the forr Dragon Fla God’s seat.
Of the six other level 10 strongn, half ca from the Shadow World and half from the Void Holy Temple, led by Shadow Emperor Charactus and Void Holy Seat Hera.
Their true forms had descended to Nora, clearly here to discuss important matters.
Faced with the aggressive Nightmare World, how could Nora be unprepared? Edmund had long contacted the leaders of the two top-level forces.
Seated opposite Edmund was Hera, a man and a woman both emanating a terrifying aura, like sun and moon suspended together.
"I’ve heard much of Lady Hera’s reputation; it’s indeed well-deserved!"
"Mr. Emmon as well; seeing is believing more than hearing."
They complinted each other, yet a subtle rivalry lingered beneath their words.
Charactus said:
"Ti is of the essence, let’s discuss so treaty details."
Over the next month, the leaders of the three forces debated endlessly over cooperation and alliance matters, engaging in a fierce exchange much like combat.
Neither Hera nor Charactus were ordinary figures, and both harbored ambitions to achieve unparalleled feats, with complex intentions.
Yet the three currently share the sa enemy: the Abyss and Nightmare. Under this overarching premise, they ultimately reached a consensus.
Finally, the "Multidinsional Plane Friendly Mutual Assistance Alliance Treaty" ca to light, marking the first multi-civilizational and racial agreent across the Multidinsional Plane!
Treaty Agreent:
[From the date of signing, that is Nora Calendar year 1800, the three parties will mutually cooperate and exchange, compete fairly, and jointly tackle existing and potential enemies such as the Abyss, Nightmare, Astral World, insects, Underworld, without invading or interfering in internal affairs.
Should any party face enemy invasion, the other two must spare no effort to support. To ensure swift support and troop transfer, Nora’s regional Star Gate Network, Shadow World’s Shadow Network, and Void Holy Temple’s regional Void Network will be freely open to alliance partners until the treaty ends.

The signing of the alliance treaty was the most significant event since the Near Ancient Era of the Pan-Plane, marking the formation of a non-Giant union spanning the Multidinsional Plane.
Nora now had 34 level 10 strongn, Void Holy Temple held 10, and Shadow World 11, totaling 55. Even accounting for secluded and unknown level 10 strongn, this number holds half of the Demiplane’s territory.
From now on.
The three organizations, 55 strongn, will advance and retreat together... until they overthrow the three towering giant worlds, until the end of the old world, until the arrival of the new worlds!
Of course, the "Alliance Treaty" also had preliminary arrangents for the potential new world order, such as emphasizing cooperation to develop the Multidinsional Plane, avoiding resorting to force and war, and preventing unnecessary devastation of life.
However, none of this was set in stone.
As the saying goes, thirty years of the river east, thirty years of the river west; the Shadow World and Void Holy Temple too harbor ambitions, reluctant to remain under others.
Tis change unpredictably, and they too held hopes that fortune might favor them, perhaps even fostering a formidable presence that could rival Nora, vying for supremacy.
So does the Nora Council think: in civilizational relationships, there are no eternal friends, only eternal interests.
Today’s ally may not be the sa ten thousand years hence.

After signing the treaty, Levi felt a slight relief. Though few in number, the Pan-Plane’s strongn are generally elite, having climbed to the pinnacle of their respective civilizational systems from the bottom, stronger than most weak gods.
Fifty-five, plus himself, barely makes fifty-six.
As long as this force can unite, it doesn’t need to reach the insects’ level of highly collective integration but can resist the Nightmare World for a ti.
He has confidence that once he grows and reaches level 10, he can rely on the Triangles panel to bury more formidable foes single-handedly.
Consider how Hera, strong as she is at least level 10 peak strength, nearly let the Grey Mist Monarch escape; ordinary level 10 strongn require teamwork, complentary advantages, and even ambushes to secure victory.
Levi doesn’t need that; an all-rounder ans absolute control!
