“Be specific.” Victor was succinct and to the point.

“First, establish a Texas Revival Credit Window.”

Feng Ke spoke clearly and thodically, “The Empire Bank will provide the initial capital and guarantee it with its credit to inject low-interest liquidity loans into eligible local Texas banks and credit cooperatives, specifically to be issued to local small and dium-sized enterprises, farrs, and oil service providers at interest rates below market levels.”

Comrce Minister Ludwig Erhard, with a more pragmatic and aggressive style, interjected:

He stood up, walked to the large map of Texas hanging on the wall, and pointed to several key locations with his finger.

“For example, in the Houston-Galveston Port District, establish an energy and deep-water port comprehensive developnt zone. We will provide a five-year tax exemption period; simplify or even waive environntal and labor regulations approval, allowing 100% foreign ownership of energy-related enterprises, and provide supporting funds for infrastructure upgrades.”

“Similarly, in the Dallas-Fort Worth Area, relying on its existing logistics and light industrial base, establish an ‘Inland Logistics and Processing Free Trade Zone,’ providing fast customs clearance services, transit duty-free policies, and attracting manufacturing enterprises, especially those utilizing Texas’s abundant raw materials for deep processing.”

Banker Feng Ke added financial support: “For companies settled in chartered developnt zones, the Empire Bank can provide ‘project bundled financing,’ with loans enjoying lower discount rates, and can obtain political risk guarantees from the xican Export Credit Insurance Company to attract external capital.”

Victor had been listening silently, finally speaking up at this mont: “External investnt? Relying solely on policies and low interest rates is not attractive enough in the current security situation.”

Minister Erhard seed prepared: “Security is a prerequisite, but capital chases profits. Besides the aforentioned policies, we can also launch ‘Recovery Bonds,’ issued by the xican Treasury Departnt, specifically for Texas infrastructure reconstruction projects, with bonds backed by future oil revenues, offering yields higher than treasury bonds, aid at global capital markets. This not only raises funds but also declares to the world the potential of Texas and our confidence.”

Victor’s expression was sowhat peculiar.
