A specially modified train, like a silent steel beast, sped smoothly along the tracks from xico City to Southern Cancun.

In addition to the regular carriages, five special carriages were added at the back of this train. The middle one is empty as a buffer and tactical isolation zone, while the second houses the Special Service’s Guard Corps, ready to respond to any sudden situations. Victor, Casare, and their core mbers occupy the third-last carriage, which was transford into a mobile command center and luxury suite, both comfortable and safe; further forward are carriages for supplies and so accompanying staff.

Choosing trains over airplanes has always been Victor’s insistence.

It’s too easy for sothing to go wrong, and when sothing does happen to a plane, it’s almost always disastrous. If sothing happens to a train, it’s rare for it to explode like a bandit leader.

In 1994, the planes carrying the Presidents of Rwanda and Burundi were shot down!

This also led to the Rwandan genocide that occurred that year.

Less air travel, easy journey to the heavens.

Victor sat on a wide leather sofa, a Marlboro slowly burning between his fingers, his gaze cast out the window at the unusual weather, his brow furrowed.

xico should be spring-like all year round, yet at this mont, sleet fell outside the window, and a lead-gray cloud layer hung low, as if it wanted to crush the entire world, exuding an oppressively suffocating gloom.

This abnormal weather also seed to foretell that this southern political journey would not be smooth sailing.

“Boss.” Casare’s voice ca from behind.

Victor didn’t turn around; he just saw Casare approaching in the reflection of the window.

Casare reported softly, “We’ve confird with Cancun over there, the Governor of Quintana Roo and other key figures will be at the train station to greet you upon your arrival. Additionally, to ensure everything goes without a hitch, a military advance security team has already arrived by military aircraft ahead of ti, conducting a final comprehensive inspection of the station and surrounding areas.”

Victor nodded slightly, exhaling a mouthful of bluish smoke.

He didn’t like sudden inspections, as such actions don’t fit his current status and tend to unnecessarily pressure and provoke suspicion among those who are sincerely doing their work. He believes that governors he personally promoted and screened are at least reliably loyal.

But the political landscape at the local level is often complex; a governor can control the governnt, but might not be able to control those hidden in the shadows. (Not my business! I didn’t say anything!!!)

“George,” Victor spoke, his voice steady.

Accompanying Minister of Internal Affairs George Smiley imdiately stood from his seat a bit farther away and approached.

“Sir, what are your orders?”

“As we head to Quintana Roo, does the Ministry of Internal Affairs have any deeper insights into the local situation, especially regarding Cancun and surrounding areas?” Victor asked, “Other than those official reports filled with songs and dances.”

Having suffered losses in the past, George Smiley was well-prepared, reporting in a low yet clear voice: “Quintana Roo State, on the surface, is entirely reliant on tourism as its economic core, with Cancun being a globally renowned vacation paradise close to the Belize border. Historically, the local population is relatively aggressive. According to the Ministry of Internal Affairs statistics, since you took office and enforced policies aggressively, traditional large-scale drug import cases have significantly decreased by more than 99.9% over the past year, relieving pressure reported by local police stations and the military.”

He shifted his tone, becoming serious: “However, there’s a very abnormal data point, showing exponential growth, naly, tourist disappearance cases.”

Victor finally turned his head, “Tourist disappearance?”

“Yes.” Smiley confird, “Primarily concentrated in Cancun and its surrounding popular tourist areas such as Won Island and Tulum. The missing are mainly solo or group travelers from the United States, Canada, and Europe, especially young won. Official report numbers have increased threefold compared to the previous year, but this is only the number of reported cases. The actual number could be higher, as many cases are brushed off by local police with reasons like ‘voluntary departure’ or ‘wave accidents,’ or simply suppressed and not reported. Our Ministry of Internal Affairs analysis suggests one or more organized, criminal networks may be behind this, specializing in foreign tourists, involving kidnapping, extortion, or even more heinous organ trafficking or human trafficking. These criminals are very cunning, operate covertly, and appear to be shielded by so form of local protectionism, otherwise, they wouldn’t be so rampant and difficult to prosecute.”

Listening nearby, Casare furrowed his brow as well, “Targeting foreign tourists specifically? Are these local gangs trying to ruin xico’s tourism industry’s reputation, or do they think foreign tourists, when dead or missing, wouldn’t draw the attention of our governnt like if they were local citizens?”

Victor gently tapped his cigar against the ashtray, ash falling while his gaze grew increasingly fierce.

“Tourism is xico’s crucial foreign exchange source and a matter of national image. Attacking this sector is akin to attacking the nation’s foundation.” he said slowly.

“Moreover, under my governance, soone daring such lawlessness, treating foreign tourists like sheep for slaughter? Do they disdain Victor’s swift knife, or think the emperor is far away, and I can’t reach their Caribbean Sea breeze?”
