He shook his head with a wry smile, “Mr. President, we are not arms dealers, we are the military…”

“Wait a minute!” Little Bush seed to have caught onto sothing suddenly. He sat up straight, eyes fixed intently on Green, “We can’t sell active equipnt, but what about the damaged ones? The retired and stored ones? Or those that are temporarily unusable and prohibitively expensive to repair?”

“I rember during the conflicts in the Gulf of xico and the Caribbean, we had several warships heavily damaged. After being towed back ho, they have been sitting in port waiting for repairs, due to a lack of funds and docks, right?”

Defense Minister Green seed to understand Little Bush’s intention, “Yes, Mr. President. For example, the Arleigh Burke-class destroyer ‘Stout’ has severe hull damage, its power systems are nearly scrapped, and preliminary repair estimates are as high as 800 million US dollars, over half the construction cost. Then there’s the Ticonderoga-class cruiser ‘Vera Bay’, with its superstructure and radar system destroyed… Also, several Perry-class Frigates with varying degrees of damage, but all with low repair value…”

“Low repair value, but what about their value as secondhand goods, or…as ‘spare parts’?”

Little Bush turned around, his face flushed with excitent, “Jonathan, contact the Indians imdiately! Ask them if they have any interest in these secondhand warships. Tell them we can provide blueprints and technical docuntation, and can even assist with repairs and upgrades at our shipyards, as long as they pay.”

“India?” Defense Minister Green was stunned and reflexively said, “Would they want them? These are damaged vessels, and our Congress and allies…”

“Congress? To hell with them! This is a state of ergency!” Little Bush waved his hand, leaving no room for doubt in his voice, “India has always sought naval modernization. They’re eager to get advanced technology, especially US-made vessel tech! These ships may be broken, but the foundations are there, and for them, this is a golden opportunity! They can acquire a fleet that instantly boosts their strength for a fraction of the cost of building new ships! Go ask!”

“Yes, sir!”

At this mont, Carl Rove added, “Mr. President, even with the money from selling warships and the loans from financial groups, it still might not be enough. We still need to borrow a significant amount from the international market. The risk is too large. The bankers in Europe and Japan are not fools; they might demand very high interest rates, or even add political conditions.”

Little Bush walked back to his desk, sat down again, picked up a pen engraved with his na from the table, and slowly twirled it between his fingers, his gaze deep.

He spoke slowly, “You’re right, they’re not fools, but we have no choice.”

He stopped twirling the pen, lightly tapping the tip on the tabletop.

“Go negotiate, tell those Europeans, and also the Japanese, and of course, quietly ask others, the United States of Arica needs loans, a lot of loans.”

“We can sell anything, if they need it.”

“Tell them, if Arica sinks, all goods on board, including the massive US debt they hold and their investnts in the United States, will sink to the bottom of the sea too.”

Carl Rove stared blankly at the President, at that young face already etched with lines of fatigue.

He understood.

The President wasn’t seeking a solution; he was placing a high-stakes bet.

And they had no retreat.

“Understood, Mr. President.” Carl Rove’s voice was sowhat hoarse, “I’ll arrange the etings with all parties imdiately.”

Little Bush nodded, leaned back tiredly against his chair, and waved his hand.

Defense Minister Green and Carl Rove silently left the office.

The door was gently closed.

He sat alone behind the desk that symbolized supre power, appearing sowhat lonely in the dim light.

He murmured softly to himself, as if convincing himself, or perhaps questioning fate, “There’s no turning back, not at all.”

“Live together or die together.”

“May God be with , and with Arica!”
