When the na "Skull and Snake" was uttered by Victor, the disturbance in the audience beca more pronounced. Many delegates whispered to each other, evidently having heard of this mysterious organization before. Victor raised his hand to signal for quiet, as a video started playing on the large screen behind him. The edited footage showed a drug plantation in Sangar Town, weapon remnants in Congo caves, radioactive materials on a Scottish farm, and violent clashes on the streets of Liverpool, each image more shocking than the last.

"These are all the deeds of ’Skull and Snake’. They traffic drugs, smuggle weapons, and orchestrate terror attacks, creating chaos across the globe," Victor’s voice turned icy. "And behind them are always the shadows of old order vested interests, using them to create chaos, attempting to assert their hegemony. Today, we propose this frawork to expose these dark forces."

"I oppose!"

The United States Secretary of State suddenly stood up, interrupting Victor’s speech, his voice laced with anger: "xico’s initiatives essentially aim to use technology and finance to intervene in other countries’ internal affairs and establish its own sphere of influence. The so-called new security challenge response frawork seeks to bypass the United Nations and establish its own security system, which is a serious disruption to the international order!"

His words were echoed by so European national representatives. The Italian Pri Minister nodded slightly, while Prince Charles of the United Kingdom sat beside him, expressionless, rely sipping a cup of tea as if the debate was none of his concern.

Victor looked at the United States Secretary of State, a cold smile twitching at the corner of his mouth: "Mr. Secretary, before accusing others of interference, perhaps you should take a look at yourselves. The United States establishes military bases around the world, frequently pointing fingers at other countries, even waging war. Isn’t that interference? xico’s initiatives involve voluntary cooperation, without any attached conditions, fundantally different from the United States’ hegemonism."

He gestured to the technical team, and the screen suddenly switched to display a set of data showing that in the past decade, United States aid to developing countries ca with political and economic conditions, while xico’s proposed aid had no additional conditions and interest rates three points lower than international banks.

"As for bypassing the United Nations," Victor continued, "all of xico’s initiatives will be reported to the United Nations. We simply intend to establish a more efficient cooperation chanism, as the United Nations’ efficiency is well-known."

A low laughter arose from the audience, with many representatives from developing countries nodding in agreent with Victor’s words. The United States Secretary of State’s face grew even darker, intending to speak again but was interrupted by the German Chancellor Schultz.

Schultz stood up, addressing the hall: "Germany believes that xico’s initiatives provide new ideas for solving current global problems, particularly in energy transition and digital infrastructure construction, aligning with Germany’s developnt strategy. Germany is willing to engage in deep negotiations with xico on a new energy cooperation agreent."

Germany’s stance was like a stone thrown into a lake, stirring the audience into a ripple of reactions.

The President of France Mitterrand imdiately stood up, glancing at the United States Secretary of State, and said slowly: "France is concerned with the European Union’s energy security and digital developnt. xico’s initiatives warrant serious consideration by the European Union. France is willing to participate in the frawork’s formulation."

As the core countries of the European Union, Germany and France’s statents directly undercut the United States’ attempts to rally Europe. Seeing the unfavorable trend, the Italian Pri Minister quickly changed his stance, expressing willingness to "cautiously study" xico’s proposals. The countries that initially aligned with the United States also fell silent.

anwhile, representatives from the African delegation, upon hearing Victor emphasize no conditional aid, collectively stood up. The African Union Chairperson spoke into the microphone: "The African continent suffers from resource shortages and outdated infrastructure. xico’s initiatives bring hope to Africa. All African Union mber states support xico’s three proposed initiatives and are willing to sign a cooperation intention letter."

In an instant, the main conference venue underwent a dramatic change, with the United States shifting from a proactive to a passive position, finding itself isolated. The United States Secretary of State looked around at the representatives, his complexion alternately pale and flushed, finally forced to utter a cold snort and sit back down, silent.
