It was July.
The United States began to suffer rampant tornado attacks.
The sky was sowhat foggy, looking oppressively dull. Occasionally, a few drops of water fell from the sky, adding to the discomfort.
Richard Bruce Cheney got out of his old car, holding a faded briefcase in his hand. He was quite strapped for cash, who knew why?

Walking into The Pentagon, he was about to head upstairs when suddenly he heard a loud "clang" from the storeroom beside the staircase, as if sothing had fallen to the ground.
Richard Bruce Cheney furrowed his brows, looking around, and walked over. He twisted the handle, pushed the door open forcefully, and saw a man lying inside, convulsing violently on the floor, his hand crooked like a claw, his face twisted, saliva beginning to dribble out, his eyes turning white, even a silly smile on his face.
Was that a pile of white powder on the floor?
Seeing this, the old man's blood pressure skyrocketed. Drug use so early in the morning!!
"Security! Security!"
He shouted at the top of his lungs, and three or four ard personnel ran over from afar.
Richard Bruce Cheney pointed at the drug addict on the ground, "Drag him away."
The few soldiers were also shocked upon seeing the scene.

It wasn't unheard of, but getting caught was a first.
A lot of people had already started coming in to work and were whispering to each other upon witnessing this scene.
"Disperse!"
Richard Bruce Cheney waved his hand and barked, sending everyone scurrying away with their heads down, but the expressions on several won's faces made it clear there was juicy gossip to spread.
Scowling, he returned to his office and threw his car keys on the desk, his secretary approaching cautiously.
"Who was that?"
"From the Global Intelligence and Operations Division."
"Fire him! We are the military, not a camp for xican drug traffickers!"
The secretary hurriedly agreed, hesitatingly adding, "Recently, a new type of drug called 'Hell No.1' has beco popular across the U.S. There have already been signs of it appearing here in The Pentagon, and it's not the first or the last case."
"Hell No.1? Where did it co from?"
"xico."
"It's been quite popular in the United States. The Drug Enforcent Administration suggests that there is evidence showing that the Popovich Governnt is orchestrating this, sucking US Dollars into xico."
"Hell No. 1 makes people feel exhilarated, removes the sense of pain, but if taken in excess, what just happened can occur, potentially leading to organ failure and death."
Richard Bruce Cheney, an old redneck, opposed drugs and the so-called "sa-sex" relations, and felt nauseated at the ntion, spitting out venomously, "Victor should wipe them all out!"
So people thought about helping xicans, those drug traffickers, eyeing that huge market!
Having said this, perhaps feeling that his words were not in line with the current political mainstream in the United States, he quickly changed his tune, "From now on, I don't want to see anyone using drugs in The Pentagon, or else, I will kick them out and hand them over to the judicial authorities!"
The secretary shrank back.
"Is there any other news?"
The secretary handed over a prepared docunt, "The Northern xican Army has officially declared war on the Popovich Governnt, calling this part of the Drug War and issuing global warrants for the arrest of its family mbers."
"Guadalajara has been attacked by the drug trafficker regi, causing approximately 200 casualties, and the Republic of xico's 3rd Marine Division stationed there has retaliated against the Central Governnt's 1st Brigade..."
"Wait, are we also invested in this 1st Brigade?"
"600 personnel from The Pentagon, that was an order from Admiral Carl Vorno before he died."
"Why did he have to go into the field himself, that idiot, and leave such a ss." Richard Bruce Cheney massaged his temples, his blood pressure rising.
"Minister, haven't you always advocated for a tough stance against xico?"
"What if we can't beat them!"

If we start a conflict with Victor, Europe and the Soviet Union would be the happiest. He had doubted the elite equipnt under Victor's command before he left office, especially the mysterious, perennially active 32nd Missile Brigade in the desert and where exactly those R-14 dium-range missiles, "Dot-Y" missiles ca from.
"Our insiders in the Soviet Union haven't found any transactions..."
"And the CIA's raids on several arms manufacturers have also found no evidence of arms leakage."
