If they adopt my suggestion, more lives could be saved:
Some of the people rescued from the ruins might seem dead already, but in reality, they are asphyxiated due to being buried underground for a long time.
If after they are pulled out, they are left uncovered outside and sprinkled with a bit of water, they might revive.
