The next day...

As Yuqi and Liuqian both stood before her desk, Xiaoyun was the one sitting in the main seat with a docunt on his desk.

He was to sign the docunt before him. One that she had been working on with Liuqian for five days now.

"Are there any problems with it, boss?"

Liuqian quietly asked as Xiaoyun had been reading the docunt for twenty minutes in complete silence.

"No... Let just finish the whole thing first."

After another twenty minutes had gone by, he closed the docunt before looking back at the two in front of him.

"You two confirm this as the final draft?"

Both Yuqi and Liuqian nodded before Xiaoyun started flipping the docunt until he reached the halfway mark.

"I don’t have any issue with this plan. But I do have a little concern of mine... I don’t think the governnt inventory should be open fully."

The two waited for Xiaoyun to continue as he took out a pen from Yuqi’s desk.

"There have already been a few newspaper reports in the past two days of the salvage group having illegal gun ownership."

"Boss, we already added a restriction on the sales of gunpowder and arms for civilian and foreign traders," Liuqian argued.

"But it sure would be easy to hide a company designing tal pipes for making gun barrels, wouldn’t it?"

The two of them fell into silence. They did think of the potential risk of opening up, but it was just a necessary risk in their eyes.

"Shouldn’t that be the internal security’s job to oversee it?" Yuqi finally ca up with an argunt.

"They can’t always see everything. With the scale you guys are planning to do, it’s only going to accelerate these kinds of problems."

Just as the two of them looked a little disappointed with the plan seemingly about to be rejected, Xiaoyun gave them hope.

"Of course, that’s only one side of the picture. This bill has way more benefits than the potential harm it can cause.

The current inventory system is indeed way too restrictive for private businesses to thrive and heavily discourages private investnt."

"You’re say, sir...?" Liuqian nervously asked, wanting a clearer answer from Xiaoyun.

"I think this plan overall is great. It would be better if there were more preemptive asures, but those problems can be resolved later."

Seeing him flipping the docunt to the last page, both of their faces were imdiately overjoyed as it only ant one thing.

"I’m happy to be the person signing this into a bill. The settlent is in your two hands."

With the signature nad at the very bottom, they could finally let out a sigh of relief as their work wasn’t in vain.

"Thank you, sir. I won’t betray your trust!"

"Not my trust. You’re responsible for the people’s trust. Everyone’s life is at stake here... You may go now."

"Thank you, sir!"

As Liuqian happily left the room with the docunt in hand, Xiaoyun leaned back to his seat as he let out a small relief.

"Finally, this thing is done. Hopefully, everything goes as planned."

"Mhm. Why are you acting like you did sothing? Get out of my seat and let go back to work."

"Hey, now you want to kill the donkey when its job is done? If I didn’t feel bad, I would have rewritten the whole thing."

"As if you can write a better one. Now move."

Xiaoyun reluctantly stood back up as Yuqi took back her seat, leaving him standing as she turned on her computer.

"I’m serious. If it weren’t for wanting to save face for you, I would have made ten different changes on the spot right there."

"Like what?"

As she looked up to Xiaoyun’s face, his mind quickly ca up with an improvent to the docunt earlier.

"First, section 1.5, the investor of the stock is required to hold the stock for more than a week before being allowed for sale.

And then you look at section 3.6, it states that attempts at market manipulation are illegal. How do you define attempts?"

"Soone spreading misinformation, heavy-buying and selling, or overstockpiling a certain good or commodity to create a Pseudo-Monopoly or changes."

"What if it’s two ’independent’ individuals that appear to have no connections selling and buying to create volus?"

"That’s a standard wash trade. It’s already illegal in section 2.3." Yuqi argued as she turned her attention back to the computer.

"Yes, but if thousands. No, millions of people buying stock all at once. Can your system really tell who’s wash trading and who’s legitimate?"

The question made Yuqi freeze for a second before she quickly snapped back to reality.

"As long as companies are being created and getting money to expand their operation, it’s good enough for now."

"Fine. Just rember that I warned you. There’s going to be a lot of chaos when it opens fully."

"Mhm."

Seeing her shifting her attention back to work, Xiaoyun’s mind suddenly had a little idea.

"Ahem, Yuqi... I almost forgot about sothing. You rember the eting I had with Houqin yesterday, right?"

"Yeah. What about it?"

"How realistically would it be to raise the budget just a tiny little bit more? Like just one percent increase?"

Yuqi stopped all of her work as she stared right back into Xiaoyun’s eyes, her face almost looked as if she was looking at an idiot.

"You serious? Didn’t I already give the army budget a raise?"

"Yeah, but you know. The military is an eating tiger that needs more money every day——"

"Rawr! Do I look like soone made of money? Ask one more ti and I’m going to bite off your crotch like a literal tiger."

With her sharp fangs fully exposed and her nail claws raised, Xiaoyun took a step back before shaking his head.

"Never mind."

Outside the administrative building, the air was as hot as yesterday as Xiaoyun quickly rushed into his car.

He had one destination in mind. The place where he could get ’funding’ for the air force. Or at least so sort of benefits for them.

After driving for a few minutes, he finally arrived at a large factory—One that had a long, mysterious Russian word as a label.

Before he could step out of the car, his phone suddenly started ringing.

"Who’s the phone number...?"

Picking it up, the familiar accent from the other side instantly made him realize who it was.

"Hello! Boss! W-We made a very good flying object. Do you want to co over and see?"

"Of course I do. I’m right outside."

Stepping out of the car, Xiaoyun quickly began walking towards the entrance, and the other side sounded a little surprised.

"Already? We’re coming out."

As the phone call ended, Xiaoyun could see the three Russians standing right by the door.

"Boss!"

"Hey! Good morning! How are you all doing today?"

"We are doing fine. Boss, you have to see the thing we have made. It’s going to blow your mind."

"Really? Show the way."

The three of them quickly brought Xiaoyun into the factory, going past all the different assembly lines for various guns and even tank plates.

After walking for five minutes straight, he finally arrived at the usual testing ground.

"What the... hell?"

Xiaoyun quickly scrubbed his eyes before realizing the thing in front of him was real. Not just so fake printout.

A very makeshift helicopter with what seed to be scrapped car parts. It was extrely small, with one entrance for the pilot and a seat at the back.

There wasn’t even enough space to stand in the helicopter, let alone carry more than one passenger.

"We made a flying thingy again!" The first Russian declared that all three of their faces looked extrely proud.

"A helicopter." The second Russian added.

"Can this actually fly?" Xiaoyun curiously asked.

"Of course it can. Joseph, you want to show him how it is done?"

The third Russian nodded as he entered the helicopter before he suddenly waved Xiaoyun to co along with him.

With only seconds to think, he entered it. Sitting in the only passenger seat right behind the driver.

"Boss, you have your seatbelt tied?"

"Yeah."

"Lift off!"

As the helicopter’s engine began to roar, the top propeller and the back propeller began to spin rapidly.

Slowly and steadily, the helicopter lifted off the ground, going inch by inch until it fully levitated off the ground.

"How many tis have you tested this?" Xiaoyun curiously asked as he suddenly had a bad feeling.

"This is the third ti I’m flying this! Oh my god, this thing is so fun to fly every ti!"

With the wind getting stronger and stronger, Xiaoyun was getting a little scared as the helicopter fra suddenly started shaking like crazy.

It almost felt like the entire thing could fall apart at any ti. Yet Joseph was only flying the helicopter higher and higher.

"Joseph! Co down! Too high!" The second Russian yelled out loud as they reached almost to the factory’s chimney.

"No such thing as too high, Ivan! The sky is the limit!"
