Originating in this way implies that as long as the Sublimators’ goals were achieved, they didn’t care what state the people’s lives were in.
Yes—the King of Fiery Fla Land did have so basic morality; they would buy lives for money to conduct various human experints.
But, just like many things that can’t even be imagined in the Silverpeak Domain due to prohibition, many seemingly reasonable things can spawn unreasonable, even illegal, brutal consequences.
Buying lives, human experints, are such examples.
When life has a price, related rchants will erge to trade it.
Poor people sold their flesh and blood, life, soul, and consciousness to the various kings as the foundation for their climb up the Sky Ladder. This might even be considered a ’fair’ transaction on Terra.
But what if there were middlen?
If there were unscrupulous middlen who deliberately drove people insane or impoverished and then acted as interdiaries, delivering them to the experintal labs of the kings’ bloodlines?
If there were people stealing children, trafficking children, snatching other people’s kids to be used as future experintal material?

The large rchants and noble servants who once served the kings’ blood Sublimators disappeared, and so did the gangs and lively hoodlum factions around them.
The Fiery Fla Land people, known for their love of martial prowess, no longer fought on the streets every day. The Ordinary people no longer feared being killed by stray projectiles from Sublimators’ battles or gang fights while rely walking ho.
They no longer worried that their beloved children would be snatched away by so passerby and never return, nor that their beautiful daughters would suddenly go missing only to be seen again as dull eyes in a rchant’s harem.
True, after the Perpetual Engine Declaration, these situations in the Fiery Fla Land greatly improved, but the local handling and Ian Silverpeak’s dealings in the Fiery Fla Land were clearly on two different levels.

While it’s almost impossible for the Fiery Fla Land to catch up from scratch with the burden-free construction of the Silverpeak Domain, at the very least, the Lower Fla Domain is gradually moving towards a new era society, along the path Ian planned for them.
