She used to think she was sowhat strict, but compared to Kaidou, her actions were practically gentle.

Bringing back a child was not uncommon in the Hundred Beasts. Not to ntion the officers, even a common person might bring back a few orphans. External islands already had Hundred Beasts orphanages.
However, these orphanages weren’t purely philanthropic. The Hundred Beasts Pirates were not a charity; while they took care of orphans from various accidents, they also had their own objectives.
