The summary report mainly consists of two parts: the flood prevention and relief efforts in Binjiang City and the achievents obtained.
The second part is the formation of the Binjiang Flood Control and Rescue Reserve Camp, bracketed Linghai Reserve Camp, mandated by the Central Military Commission order supporting the flood relief efforts in Beihu, as instructed by the Provincial Committee, Provincial Governnt, and Provincial Military District.
The third agenda is comndation, announcing the list of flood relief advanced units from various districts and counties, with relevant unit heads lining up to receive certificates.
The Linghai Reserve Camp must be an advance unit, Han Yu adjusted his military uniform, handed Han Han to Liu Degui for a mont, and went on stage along with the heads of units also recognized as advanced units.
After recognizing advanced units, individual comndations followed.
There were many advanced individuals, totaling nearly a hundred from various districts and counties, so much so that Mayor Wang couldn't finish reading the nas, resorting to "other comrades."

The Binjiang City Police Water Police Branch and Linghai City Police Bureau were recognized as advanced units in the flood relief efforts across the provincial police system, granted collective third-level rit to the Binjiang Municipal Public Security Bureau Water Police Branch and Linghai Police, with Wang Wenhong and Zhang Yidong going on stage to receive certificates.
