The position of President of the Great Xia Martial Arts Association might not an much in itself. But the subsequent status and treatnt of a bureau-level cadre—that was a big deal!

Because the official Great Xia seal on the certificate could not be forged. The certificate had to be real.
Now this was a problem! The police chief felt a headache coming on.
