Xu Chunliang had not given much thought to the matter of the Beautiful Breast Enhancent. On Monday morning, Yan Huaiyi called him into the office. It was evident that Yan Huaiyi was in a good mood; he had finally found a reliable connection and privately communicated to secure a promise to help him operate, initially targeting the Dongzhou City Infectious Disease Hospital. The current director was about to be promoted, leaving the position vacant after his departure.

Moving from the first deputy director of a comprehensive third-class hospital to the director of a third-level specialized hospital, the infectious disease hospital’s director was only recently elevated to a deputy division post. If Yan Huaiyi moved to the Infectious Disease Hospital, it would an that he might not receive another promotion in nearly a decade of his career. He didn’t mind, preferring to be the head of a chicken than the tail of a cow. As long as he could leave Changxing, the sacrifice was worth it.

In good spirits, he spoke more fluently, and today Yan Huaiyi didn’t stutter at all as he briefly explained this month’s quality control work plan to Xu Chunliang. They first started inspections at Dongzhou’s branch and community clinics. Since these were not large-scale, the work was estimated to be completed within a week.

In the following three weeks, they would head to Weishan Island Hospital. This hospital was the second People’s Hospital of Weishan County, a secondary hospital located in the center of Weishan Lake on Weishan Island, with multiple departnts and over two hundred beds. Two years ago, under Gu Houyi’s efforts, it was successfully taken over, becoming a branch of Changxing. This place would be the focus of the quality control inspections, and Yan Huaiyi planned to stay at the Weishan Island Branch for three weeks.

Yan Huaiyi understood Xu Chunliang well; his public criticism was not because he found Xu Chunliang indispensable, but to express dissatisfaction to Zhao Feiyang. Considering the possibility of Xu Chunliang developing a confrontational attitude, he had to communicate with him first. After all, they were going to work together for more than half a month, and it would be unpleasant if the kid held grudges and opposed him at every turn.

First, Yan Huaiyi emphasized the importance of this quality control work. Then, he highlighted Xu Chunliang’s capabilities and expressed his appreciation for him.

Xu Chunliang had already learned from Gao Xinhua how he was manipulated into the quality control group. Hearing this, he understood what was troubling Yan Huaiyi and couldn’t help but smile, reassuring him that he would actively cooperate with his work.

Yan Huaiyi expressed satisfaction with Xu Chunliang’s attitude: "I noticed your sense of the bigger picture earlier on. Don’t worry, Xiaoxu, after this quality control inspection, I will certainly comnd you."

Xu Chunliang thought to himself, "You’re like a clay Bodhisattva fording a river—you can scarcely save yourself, let alone give credit. Sort out your own situation first, then talk."

Yan Huaiyi added, "Actually, the scenery on Weishan Island is quite nice. Just think of it as a long holiday and enjoy this opportunity." This statent had a hint of trying to cosy up to Xu Chunliang, as Yan Huaiyi, who cherished his reputation, feared conflicts.

After Zhao Feiyang took office, the first comprehensive quality control work of the hospital was vigorously launched. At the sa ti, Changxing’s dical Beauty Center underwent a new bidding process. Zhao Feiyang vetoed the proposal to incorporate the dical Beauty Center into the hospital’s unified managent and decided that it would continue to be operated collaboratively in the future.

So departnts in the hospital possess certain peculiarities. Operating so projects could be inconvenient if managed uniformly by the hospital. The dical Beauty Center had previous experiences with collaborative operations. This ti, Zhao Feiyang pushed it to the market as a trial of the strategy previously adopted by Gu Houyi. Zhao Feiyang found policy support in the national advocacy for healthcare reform and encouraging the introduction of private capital.

This ti, they sought partners through public bidding. The successful bidder was Pei Yu. A week after Beautiful Breast Enhancent closed, she had transford into the contractor of Changxing Hospital’s dical Beauty Center, although the results had not been officially announced within the hospital.

Gao Xinhua was not responsible for this bidding process and was quite surprised upon hearing the news, reminiscing about the ti when Zhao Feiyang had asked for his help in resolving a situation for Pei Lin.

Gao Xinhua was confident that Pei Yu was just a front; the real contractor was Pei Lin. This woman was quite remarkable; he rembered her actively adding his contact information when they t at Min Nan Seafood City and subsequently trying to use him to get acquainted with Zhao Feiyang.

It was around that ti that Gao Xinhua suspected Zhao Feiyang would take over Changxing Hospital. The developnt of events later confird his suspicion. Although he never facilitated their connection, it was clear from the current situation that Pei Lin had successfully established a solid relationship with Zhao Feiyang.

Gao Xinhua thought sothing about this situation was inappropriate. For the sake of the old company commander, he felt compelled to remind Zhao Feiyang without being too direct, as he needed to preserve the dignity of the leadership.

While alone with Zhao Feiyang, Gao Xinhua subtly pointed out that Pei Yu was the owner of Beautiful Breast Enhancent, which had recently had so issues.

Zhao Feiyang, of course, understood the implication. He didn’t see any problems, as Pei Yu had bid according to official procedures, with no hidden operations involved.

Gao Xinhua’s reminder was brief and to the point. Whether Zhao Feiyang heeded his advice or not, he was doing it for his good. He didn’t ntion Pei Lin, knowing that the more sensitive a topic is, the less it should be touched.

Currently, Zhao Feiyang was focused on the land in the High-Tech Zone. The High-Tech Zone Governnt would officially announce it next week, signifying the start of a new journey.

Zhao Feiyang was also planning a large-scale personnel adjustnt, beginning with the administrative departnts by establishing a procurent office. Huang Liancheng, the deputy director of the original equipnt departnt, was appointed the head of the procurent office, responsible for the unified allocation of dical equipnt, drugs, dical materials, and consumables.

Previously, these responsibilities were managed separately. Now, all powers were consolidated into one departnt. No one would believe that he hadn’t received any support, as his brother-in-law worked in the governnt secretariat.

Other major administrative departnts would also undergo corresponding adjustnts. Liu Dengke, the office director, was transferred to the equipnt departnt as deputy director and would now fall under the purview of Huang Liancheng. It was evident to all observant individuals that Gu Houyi’s confidants were being systematically purged following his departure.

The new office director, Lin Yansheng, was transferred from Central Hospital, having previously collaborated with Zhao Feiyang. Such a crucial position undoubtedly required soone of absolute trust.

Even Gu Houyi’s dedicated driver, Xiaofeng, was no longer responsible for driving for the hospital director. The new driver was Liu Haiguang from the Ergency Centre.

These changes were expected by everyone. Zhao Feiyang’s camp surely wouldn’t allow any of Gu Houyi’s confidants around.

Among the deputy directors, the most favored ones were Geng Wenxiu and Gao Xinhua, especially the latter, who beca the imdiate star employee in the eyes of all staff.

While others in Changxing scrambled to forge connections with the new director, deep down, Gao Xinhua began contemplating maintaining so distance from Zhao Feiyang. Although Zhao Feiyang was a forward-looking leader with reform at heart, he was not suitable as his leader.

Zhao Feiyang’s radical approach raised Gao Xinhua’s vigilance and caused concern. Perhaps it wasn’t Zhao Feiyang’s problem but his own issue with not adapting to the current work style.

Based on the information Gao Xinhua had gathered, the High-Tech Zone Governnt was unlikely to provide sufficient funding support. The claid collaboration was rely offering dical use land, a common practice in other districts where land was available but not funding.

If Changxing couldn’t obtain financial support from the High-Tech Zone’s finances, given its current situation, it couldn’t secure huge loans from banks. The only remaining option was to attract external partners.

Zhao Feiyang hinted to Gao Xinhua that at the end of this month, the Huayuan Group would send a delegation for inspection and visit, probably entrusting the reception responsibilities to him.

Gao Xinhua believed that the external partner for Changxing was most likely to be the Huayuan Group. As Changxing was eager for developnt and Huayuan Group was undergoing a transformation, having publicly declared their strategic entry into the big health industry, the mutual needs made cooperation highly possible.

Matters involving public-private partnerships always carried significant risks. Zhao Feiyang had probed multiple tis, seemingly inclined to entrust this matter to him.

Alertly realizing that this was likely a thankless task, Gao Xinhua was reluctant to be involved. Before Zhao Feiyang clarified his stance, he needed to find a reasonable excuse to decline.

Gu Houyi eventually learned that the expansion project he had prepared for six years for Changxing’s Phase II was completely rejected by his successor, Zhao Feiyang. Upon hearing this, he went alone to the Phase II site of Changxing.

It was raining. Holding an umbrella, Gu Houyi walked slowly along the western side of the site’s periter wall. As he passed the construction site’s western gate, he saw a planning draft on the exhibition board, paused, and looked up at the now slightly faded Phase II expansion blueprint due to sun exposure. His glasses suddenly fogged up.

The wind, mixed with raindrops, pounded on the umbrella, as if a giant invisible hand was urging him to move forward. Despite this, Gu Houyi stubbornly pursed his lips as his inner self felt like a piece of floating duckweed amidst the storm, aimlessly drifting in the autumn rain.

Just as Gu Houyi resolved to leave, he encountered an elderly man approaching. They both noticed each other at the sa ti.

Xu Changshan had co to the East Pavilion Market for groceries. Although he had moved away, he habitually shopped in this area due to his familiarity with the local neighbors, accustod to the hawkers’ cries, even finding the bargaining process endearing. It was strange how the older one got, the more they cherished these trivial matters.

Gu Houyi and Xu Changshan knew each other. One governed Changxing Hospital for over ten years as the head of a comprehensive hospital, while the other was a distinguished practitioner of traditional Chinese dicine with a century-old legacy. Their proximity extended back to when Gu Houyi was young, establishing a deep-rooted connection.

Strangely, in the past few decades, they never had a proper conversation, only exchanging greetings during chance encounters, each rushing off afterward. Despite both engaging in the healing profession, their paths were different.
