Firstly, there is the social impact. The higher authorities advocate for supporting underdeveloped regions to enhance their dical standards. As one of the representatives of the Dongzhou dical community, Changxing has the responsibility to respond to this call and help the governnt resolve difficulties.

Secondly, there is the economic benefit. The city’s plans for the developnt of Weishan Island are very clear. In the future, it will beco a leisure town integrating tourism, vacation, and sightseeing. Following the general direction of the policy cannot go wrong.

Thirdly, concerning Changxing’s own developnt, the dical resources in Dongzhou city are near saturation, with fierce competition. They must think ahead of other competitors. With the aging of society, healthcare services for the elderly will soon beco a focus for the whole society. Weishan Island, blessed with a natural environnt, fresh air, and beautiful scenery, is an ideal place for retirent and living out one’s life in comfort.

...

As Zhao Feiyang read this, he slowly closed the dossier, shut his eyes, and recalled the vast waves of Weishan Lake. He finally understood why Gu Houyi insisted on acquiring the Weishan Island Branch at that ti and why he bore imnse pressure to refuse paying salaries to the branch’s employees.

He picked up the phone and found one of the numbers: "Lin Chu, it’s . I want to know about the recent plans concerning Weishan Island."

Jin Yonghao had booked a room at Xiao Dao Renjia, near the hospital, to welco the quality control team from afar. Yan Huaiyi, Tang Mingi, and Xu Chunliang ca from the main hospital. Joining them from the branch were Zhang Haibin, Jin Yonghao, and Luo Shuihong, and they would conduct a comprehensive quality inspection of the Weishan Island Branch over the next three weeks.

Also attending the welco dinner were Yu Xiaofeng and Cao Jing. Although Miao Xiujun was invited too, she excused herself due to not feeling well, primarily thinking she was too old for such gatherings.

The agreed ti was six in the evening, but by six-thirty, the branch’s deputy director, Zhang Haibin, had still not arrived.

Yan Huaiyi was sowhat displeased; although he was a deputy, he was, after all, the first vice-president of Changxing. And Zhang Haibin, at most, was just a deputy section-level cadre. He was allowed to continue his position at the Weishan Island Branch mainly due to the local governnt’s conditions. Why put on airs? We’ve co and you didn’t welco us, and now you’re late for dinner. Are you showing off before ?

Jin Yonghao also felt embarrassed and offered to go outside to check, actually intending to step out and call Zhang Haibin.

Yan Huaiyi indicated it wasn’t necessary and told him to start serving the dishes. There was no reason to keep everyone waiting for one person.

Just as the cold dishes were being served, a loud voice was heard from outside: "Dean Yan, sorry, I’m late."

Zhang Haibin, 43 years old and from Weishan County, was a graduate of the Dongzhou dical College diploma class. Five years ago, he was appointed as the president and secretary of Weishan Island Hospital. Two years later, the hospital was acquired by Changxing. Although Zhang Haibin retained his position, he shifted from a primary role to a secondary one, and his secretary title was retained, yet his power was nothing like before.

On the surface, Zhang Haibin’s inco had increased substantially, but only he knew the actual situation.

One condition for Changxing to take over Weishan Island Hospital was for him to remain due to his familiarity with the hospital’s staff and good relations with the local governnt. Changxing Hospital needed an interdiary familiar with local conditions.

Zhang Haibin was not alone; he brought two people: Xue Daqing, the head of the security departnt at the branch, and Zhang Haitao, a hospital driver. Both of them had ties to him. Xu Daqing was his elentary school classmate, while Zhang Haitao was a cousin. Neither were official employees of the branch; both were brought in by Zhang Haibin.

These two were both burly and leveraged their relationship with Zhang Haibin to act quite domineeringly in the hospital. Even the branch director, Jin Yonghao, couldn’t command them. Zhang Haitao was in charge of the branch’s only Santana 2000 car, and unless Zhang Haibin issued an order, no one else could make him budge.

Jin Yonghao was also wary of these two. Although they were employed at the branch, they were essentially Zhang Haibin’s henchn. Xu Daqing was even a local bully, renting out two of the surrounding shop fronts of the branch without ever paying a penny in rent.

Seeing that not only was Zhang Haibin late, but he also brought two uninvited people, Yan Huaiyi felt slightly displeased. Yet, it being their first day here, he didn’t show it on his face and smiled, "No problem, we just got started."

Xu Daqing, being a smiling tiger, first took out his phone upon arrival and placed it on the table. It was the latest iPhone with a white jade Pixiu charm tied to the case. He opened a pack of Taishan Confucian Wind and offered it around, though hardly anyone present smoked.

Zhang Haitao was less polite and joked, "The guests aren’t even all here, and you’ve already started. You city folks have different customs from us."

Internally, Jin Yonghao cursed, Who invited you? You’re just a driver, who do you think you are?

Zhang Haibin scolded, "Don’t talk nonsense. Today’s guests are all big leaders." Then he walked over and shook hands with Yan Huaiyi, who gave him face by leaving the seat to his right for him.

Zhang Haibin invited, "Don’t stand on ceremony, everyone. Sit where you like. Old Xu, you sit next to Nurse Chief Tang."

Smirking, Xu Daqing cozied up to Tang Mingi. She felt nauseous at the sight of his smoke-stained yellow teeth, but he, unaware, confidently offered to add her on WeChat. Tang Mingi, claiming she didn’t use WeChat, clearly turned him down.

Seeing this, Xu Chunliang switched seats with her, letting her sit with Cao Jing, and Wang Xiaofeng sit next to Cao Jing. This way, the two gentlen effectively shielded the ladies.
