The reason the four were grouped together is that they were specially recruited into the Celestial Capital Canon Law School. The admission criteria for the Canon Law School are extrely stringent across all countries, especially in the Li Long Kingdom; without exceptional skills, it’s impossible.
Governor Luthor uses the Canon Law School to select managers at various levels, essentially reforming the previous appointnt system from a political maneuver standpoint.
Li Xin studied it, he is a master, he sowhat understands it, but if he were to operate it himself, he wouldn’t be able to manage.
In terms of special recruitnt, Huerta and Lu Shuai were brought in for their outstanding performance in the Divine Favor Grace Class. For those coming from other countries, the Canon Law School’s inspection is stricter, and Roland’s excellence is indisputable.
Similarly, Lu Shuai feels Li Xin is not simple; if his background isn’t great and he still gets specially recruited, either his skills are very extensive, or his uncle is very influential.

Huerta also nodded, for the Saxons recognize Luthor as the Earthly representative of the Martial God, from the perspective of faith allowing Saxons to thoroughly integrate into Li Long. Moreover, once the Barbarian Race recognizes wholeheartedly, they do not betray again, even becoming Luthor’s most staunch protectors.
