"No one?" Kakashi blinked, confused.

Fury explained, his voice firm. "You as the leader of the group would lead them and would have complete authority over them. This includes what missions to do. Whether to hunt down and enhanced or not. Everything for the safety of Earth. I believe I am a good judge of character, and you would use the group in right situations and when the ti demands."

Kakashi's thoughts were filled with disbelief 'Has Fury been drinking? Wait, or has he been smoking… what they call weed in this world?'

He analyzed the offer. 'He's giving not just the leadership of the group but the authority to deploy and use them whenever I want. No, he is too paranoid for it. He might have a backup plan. He's probably trying to gain more of my trust and goodwill this way. Recent events with the aliens and enhanced individuals might have pushed him forward with this idea.'

His mind lightened briefly. 'If he wanted my goodwill, he should have just given more of my favorite novels or those limited edition Playboy magazines. A vacation would also have helped. I still have to explore this world's tourist destinations.'

Fury pressed on, "That's not the only reason I am giving you the authority to command them. The truth is both Carl Creel and Blonsky would not listen to . They both have power to kill with a swat of their hands. Why would they respect soone like that? These n value physical power more than anything else. Creel is a forr boxer and Blonsky a soldier. Blonsky beca an abomination to beat Hulk despite General Ross having authority over him, but that did not stop him, did it?"

Kakashi's thoughts aligned with Fury's, 'That's a logical explanation. It's similar to what happened in my world. A genin does not respect another genin; he respects shinobi of higher rank and would rather follow their orders than another genin who is of similar strength to him or her.'

"Makes sense," Kakashi said, his voice even.

Fury's voice grew sharper. "You beat the shit out of one and made the other send crying back to his mommy asking for rcy. They would have to respect and follow your orders if they don't want another ass-whooping."

Kakashi's thoughts were dry. 'He's not wrong. Fear's a motivator. They know I'm stronger. That'll keep them in line.'

"This is not the only reason. I would have loved to have them under my command. But the Security Council, including my own boss Senator Pierce, would see this as gathering more power than they want to have."

'Politics. Like Konoha's elders ddling in Hokage's plans. And that's why I never wanted to be a Hokage.' Kakashi thought

Fury's irritation showed, his voice scoffing. "They would want the authority of such a group with them rather than . And if it would be up to them, they would put the moving of this new group on vote like they are about to release a nuclear warhead."

Fury's voice was firm. "I can't have the lives of the people depend on them taking their sweet ti to vote whether to use your group or not."

Fury's voice grew serious. "But this brings to the last issue. An issue that would stop from the formation of the group. And even I would be hesitant without the issue being resolved."

"What's that?" Kakashi asked curious

"These people are at the end criminals," Fury said. "What happens when you are away on a mission? Who would keep them from rampaging? What would prevent them from escaping from you if they believe that you are far away or in no condition to stop them?"

Fury looked Kakashi straight in the eye and asked,"So Hound, do you have a way to keep your dogs on a leash?"
