Fury looked Kakashi straight in the eye and asked,"So Hound, do you have a way to keep your dogs on a leash?"
Fury knew that Kakashi's abilities were diverse as hell. From what he has seen, Kakashi can create lightning, fire, water, wind, and earth and then there was teleportation, super strength, and creating clones. Fury knew that if anyone had a way to keep people on a leash, it would be Kakashi.
'I can't just have Blonsky and Creel roam free after their record. The Security Council would have fired the instant they know about that I let these weapons of destruction free.' He leaned back.
'With this, I could put all responsibility with Kakashi. If anything goes wrong, he would be responsible. I doubt they would fire him, considering he's currently the best chance they have against alien threats. And I doubt anyone would want to waste their resources on eliminating him discreetly.' His thoughts settled.
'This new team would also give Kakashi leverage in SHIELD. I can justifiably promote him to Level 7 agent with this. Now, let's see if he has a way to keep them on a leash. I wonder what that would be.'
Kakashi's mind was wrestling with the question Fury had posed: how to control Creel and Blonsky. He did know a way, but it clashed with his moral compass, stirring mories he'd rather forget. He knew that it was necessary for such aggressive criminals to be under so restriction.
'I worked in Root, so I know a little about the seal Danzo used. Even ANBU had a death seal, activated only by the user though. Then there's the Hyuga's Caged Bird.'
His thoughts darkened. 'I despised how Danzo controlled his Root mbers with the fear of the seal. And I despised the Hyuga's Caged Bird, no matter their excuse of protecting the Byakugan.'
He recalled the Hyuga's thods, his stomach turning. 'The main branch used it to torture side branch mbers if they didn't follow orders. It could've been avoided if the seal's sole purpose was to protect the Byakugan.'
His mind flicked to his ti in the Kamar-Taj library, 'Thanks to their texts, my mastery in Fuinjutsu has increased.I learned how to create such juinjutsu. I could make a better version.'
But the question gnawed at him: 'Do I do it? What's the difference between and Danzo if I use it to control people?'
Kakashi's thoughts hardened, seeking an answer. 'But I'm not Danzo. Tenzo would never forgive if I started thinking like him. I'd be using the seal to put criminals to good use, stopping them from running. I'd give them free will to act on their non-violent desires.' His resolve solidified. 'Besides, I wouldn't apply the juinjutsu without Blonsky's and Creel's go-ahead.'
Kakashi decided to offer them a choice which would be, 'You can stay locked up until we decide you've served enough punishnt, or you can go out with what I'd call an invisible slave collar that keeps you in check if you betray us and go rogue.'
He looked at Fury, his voice steady. "I might have a way. Sothing you would consider illegal and unethical in today's world."
Fury's interest piqued,'Illegal? Unethical? This I gotta hear.'
"Tell more."
Kakashi replied, "To put it in simple words, I can put an invisible slave collar on them that would prevent them from revealing any sensitive information. If they try to do so, no words would co from their mouth, and they would be paralyzed."
Fury's eyes brightened, 'Perfect. A failsafe for secrecy.'
"It would be perfect. We don't want—" He paused, his mind catching. "But that doesn't solve the problem of them going on a rampage if you're not present."
Kakashi's voice remained calm. "Well, the 'collar' would also let paralyze or fry the person's brain out from anywhere."
Fury's eyes widened,'Did he just say paralyze or kill from anywhere in the world?'
His mind raced with shock and unease.
'Just where did this guy pop from to know such a horrible thing, and where did he even learn such an ability? I'm second-guessing my choice of giving him authority over such a group, but I can't back down now.'
Kakashi continued, his voice steady. "I can't do this without the person's permission. So we would have to get their permission first if they really want this life."
Fury's thoughts eased slightly, relief mixing with caution. 'Permission? That's a relief. He might have been controlling world leaders and no one would even know about it.'He nodded, his voice firm. "That's reasonable. Consent keeps it clean."
Of course, Kakashi was lying. He could put the juinjutsu on without permission. But he did not say that because he did not want Fury or his superiors to get the idea of mis-useing it.
Fury asked, "You sure about this collar? It would not malfunction or be misused or sothing. It sounds like a death sentence."
Kakashi's tone was even. "It's mainly for control, not execution. They would be paralyser first if they are not compiling with their restrictions, death only if they force it. They'll know the rules. And no it can't be malfunctioned and the only one who would be able to misuse it would be ."
Fury said, "Alright, let's get it done with. Today itself."
