Garp didn't argue further. When he really thought about it, the stuff Shin Uzumaki had pulled wasn't exactly minor.
But compared to Big Mom, Garp still figured Shin wasn't that bad. At least people under his rule could eat properly, while in Big Mom's territories, it was hard just to survive.
"Sengoku, I heard a great pirate has appeared in the East Blue. I'm going there."
Garp had no desire to continue this debate. Sengoku could worry himself sick for all he cared. He was leaving.
Watching Garp walk away, Sengoku's expression grew dark. A great pirate in the East Blue? Could soone that dangerous even erge from a backwater like that? Sengoku also knew Garp was going to visit his grandson. He decided to turn a blind eye.

After the shock of Big Mom's death wore off, so major pirates got greedy for the wealth she'd left behind. Whole Cake Island had been obliterated by Shin—even if there were treasures buried there, nobody could get to them.
Big Mom had controlled more than just her main island. Her other territories were still up for grabs, and that represented serious money. Maybe one of them could claim her empire and beco the new Emperor of the Sea.
"Hancock, announce a ssage. From now on, the forr territories of the Big Mom Pirates belong to —"
Shin said to Hancock. This was territory he'd fought for—he wasn't about to let it fall into soone else's hands. So, Big Mom's forr territory belonged to him.
"Whew, I thought you didn't want it, Shin." Hancock exhaled.
Hancock had been planning to bring this up with Shin. The Big Mom Pirates' territory couldn't just be handed over to so random pirates.
"Of course I want it. I'm not that generous," Shin shook his head and said.
He wasn't a generous guy—of course he wanted it. Sure, he might not be able to micromanage everything, but he didn't need to.
Those countries could govern themselves.
They'd just pay him tribute, and he'd stay out of their business otherwise. He figured those kingdoms would prefer his rule anyway. After all, the other pirate crews were complete scumbags. Falling into their hands wouldn't be any better than being under Big Mom's thumb.
But Shin was different. He considered himself relatively rciful, at least he wouldn't kill indiscriminately.
After Hancock made the announcent, the news quickly spread throughout the sea.
So were happy, so were worried. This news crushed the spirits of pirates hoping to grab Big Mom's territory. But the kings of those kingdoms were relieved. For them, this might actually be a better deal.
"Are there any rebels?" Shin asked Hancock.
Hancock nodded. There were indeed so rebels. A few pirate crews had completely ignored Shin's warning.
