There were never any eternal friends between hidden villages.
When one village grew strong, it always went after more power. That was why the great ninja wars kept happening. At this level, wars weren't about feelings. They were about cold, hard interests.
Just look at Agakure. A nothing little village suddenly produced Hanzō of the Salamander. His personal strength was monstrous. He earned the title "Demi-God of the Ninja World." Even if he was nowhere near Hashirama's level, the fact that people gave him that na said everything.
Once Hanzō spent years building Agakure into sothing real, the Second Great Ninja War exploded. The village stopped accepting the old scraps and started demanding more.
Now Sunagakure was rising the sa way. How big would their appetite get? And the old grudges between Sunagakure and Iwagakure hadn't gone anywhere. The mont Sunagakure clearly surpassed Iwagakure, they were going to co knocking.
Ōnoki stared toward the Land of Fire.
"Konoha's probably thinking the exact sa thing. They've got just as many problems with Sunagakure as we do. Plus Chiyo's son and daughter-in-law died to Leaf hands. And Chiyo's still alive and respected in the village."
Rasa walked back into the underground prison.
"Yagura. I've got so good news for you. The Mist already has a new Mizukage. Want to guess who?"
Yagura glared at him, eyes burning with pure hate. The sealing scrolls still kept him completely silent.
Rasa didn't bother removing them. He just started listing nas one by one.
"Fuguki Suikazan? Jinpachi Munashi? Taketori Den?"
Every na made the emotion points on the card spike hard.
"Oh, and here's the real kicker. The Land of Water's daimyo has officially recognized the navigation groups. He even set up an official eting place for them — an island called the Water Capital."
"All three of the big groups have already signed deals with the Land of Water."
Rasa leaned in slightly.
"And they stole the na from my Ninja World Big Events Weekly. They're calling themselves the Seven Warlords of the Sea."
He smiled.
"Only three so far, though."
Yagura's eyes widened as he realized where this was going.
"That's right. You guessed it."
Rasa continued, voice calm and mocking.
"The daimyo sent people to Sunagakure with an invitation. He wants us to send ninja to the sea and form our own navigation group. Sa offer went to the Leaf, Iwagakure, and Kumogakure. Add the three groups you already know about and you get exactly seven."
"The daimyo of the Land of Water has a much bigger vision than you ever did, Yagura."
"Once the Seven Warlords are complete, the Mist has two choices. Either shrink into a minor village… or bend the knee to the Land of Water daimyo the sa way the Navy bends to the World Governnt."
The daimyo's plan was simple. The age of voyages couldn't be stopped, so he decided to control it instead. By pulling the four great villages into the sea under the Seven Warlords banner, he could keep order on the waves while the Mist got squeezed out. The Land of Water would sit back, collect massive profits, and let the ninja villages fight each other while the ocean got developed.
Yagura saw it clearly. In his eyes, this was nothing less than betrayal of the Mist by its own daimyo.
Rasa kept going.
"Sunagakure doesn't mind sending a group. It's good for us either way. With all seven Warlords united, the Mist won't dare make a move."
He looked straight into Yagura's furious eyes.
"Under your leadership the Mist never got stronger. It only got weaker. Tell , Yagura… do you really think you were a good Mizukage?"
"Want to hear what the rest of the ninja world is calling you now?"
He paused for effect.
"The worst Mizukage in Mist history."
Yagura's glare could have burned holes through steel.
Rasa just smiled wider.
"And all of it happened because you got cocky after becoming a perfect jinchuriki. You thought you could kill and crush Sunagakure. You had no idea how out of your depth you really were."
"You're a traitor to the Mist, Yagura. A complete failure."
"In a few days I'll bring you every nasty thing your own people are saying about you. I'll read it all out loud so you can see exactly what you look like in their eyes."
Rasa turned and walked away.
The emotion points from Yagura had already climbed past 1,500. One more visit with the real opinions from inside the Mist and the card would hit 2,000. Then Rasa could finally end him.
But first, he needed to extract every useful technique Yagura knew — especially Water Mirror and the other advanced jutsu. Sand Village didn't have the Yamanaka clan's mind-reading secret technique. That ant old-fashioned torture.
Rasa stopped walking.
He already knew the perfect person for the job.
"Sasori of the Red Sand…"
Sasori had gone further down the human-puppet path than even Chiyo. He was nothing but a core of living flesh now and still functioned perfectly. If anyone could keep Yagura alive while slowly taking him apart — maybe even cut out his brain for direct access — it was Sasori.
Rasa pulled out a small puppet and tossed it onto the desert sand. It imdiately activated and scurried off toward the horizon.
Not long after, the puppet reached Sasori.
Sasori stared at it, then focused inward on the barbed gold sphere buried in his flesh core. He had tried removing it more than once. Every ti he failed.
"Rasa? What the hell does he want now?"
