It was clear that Shimura Hoka used the Substitution Technique to get away from his previous location, mislead Seii, and attack him from his blind spot.
Unfortunately for him, Seii had Tenseigan, which granted him true 360° vision. Even if he didn't activate Tenseigan, Seii could still locate Hoka using his superior sensory skills.
Because of this, Seii had already found Hoka's actual location and saw him performing hand seals the mont Seii was done slashing the wooden log.
So, without wasting any mont, Seii ford a single-handed seal and gathered water chakra in his throat.

In less than a fifth of a second after slashing the wooden log, Seii finished forming the seal, turned around, and shot a stream of water that charged toward Hoka, who was still in the middle of forming hand seals.
"Damn it. How did he find and release a Ninjutsu this fast?" cursed Hoka as he was forced to stop forming hand seals and dodge toward his left to avoid the incoming stream of water.
Although the power of the stream of water released by Seii's C-rank Water Release Ninjutsu wasn't enough to critically injure Hoka, it could still hit hard enough to rattle the ribs and wash away an average Shinobi empowered with chakra reinforcent.
Seeing Seii dashing toward him once again, Hoka could only unsheath his own ninja blade and engage in close combat.
He just didn't have enough ti to cast a Ninjutsu.

Sparks flew into the air as Seii and Hoka crossed their blades.
However, the force behind the impact was too much for Hoka to keep his balance.

Most importantly, you don't have Senju or Uzumaki blood in your veins that would automatically heal internal injuries with ti.
Nor do you possess the superior physique of other top-tier bloodline clans, such as the Uchiha and Kamishiro, to withstand such an extre chakra reinforcent without damage to your body.

Seii thought, but he didn't say them out loud.
"Shut up," shouted Shimura Hoka furiously. "Even if it ans being bedridden for weeks, I will defeat you. I will show the world the power of Shimura Hoka, the power of my Shimura clan."
Seii shook his head while blocking another sword strike and said, "It's useless."
At least, I tried to persuade him.
Welp, ti to finish this battle for good.
Seii empowered his right arm with chakra reinforcent and slashed his ninjato horizontally at Shimura Hoka, as if he were trying to bisect him in half.
The sudden attack with such ferocity startled Hoka as he blocked it with his own blade.
CLANNNNNG!!!!
Sparks flew, and a mild shockwave spread everywhere as Seii's blade clashed with Shimura Hoka's with a loud clang that echoed throughout the arena.
The resulting force caused Hoka to slide backward for approximately 8-9 ters, leaving two deep gouges.
Shimura Hoka felt as if his arms were going to fall off. The impact of the last attack caused him to feel bone-deep pain in his arms, even though he had already reinforced his body to the limit.
"Now, sleep tight!"
Hoka looked up after hearing Seii's voice, only to see him make a "Tiger" hand seal.
Genjutsu: Temple of Nirvana
Soon, Hoka could see white angelic feathers falling all around him, luring him into a deep sleep.
He realized that he was trapped in a Genjutsu.
He tried to dispel the Genjutsu by disrupting his chakra flow and making the necessary hand seals to cast the Genjutsu Disrupting Technique.
But the A-rank Genjutsu, Temple of Nirvana Technique, cast by Seii was so powerful that Hoka didn't even have ti to do anything before falling into a deep sleep in the middle of the arena.
Even after 20 seconds had passed, Hoka didn't wake up.
Seeing this, the referee approached Hoka and checked his condition, only to confirm that he had truly fallen into a deep sleep.
Even if they scream loudly at him or explode a few explosive tags, he probably wouldn't wake up until Seii canceled the Genjutsu or the effect of the illusion wore off naturally.
The referee said, "Shimura Hoka has been trapped in a Genjutsu, and he is no longer in a condition to continue."
