Soon, the water ford a 7-ter-tall rotating water vortex around him, shielding him from any incoming attacks.
The whole set of events, from forming single-handed hand seals to the creation of a protective water vortex, happened within the fraction of a second, before the fully ford fireball could reach halfway between Seii and Arata.
Booooom!!
Then, the fireball hit the water vortex and exploded, trying to vaporize the water and destroy the Water Release Ninjutsu.
However, the heat and shockwave from the fiery explosion were quickly subdued by the rotating water wall.
Although a mild mist of water vapor was ford around the water vortex, it was imdiately absorbed by Seii's Jutsu.
In the end, the 3-ter-wide, scorching fireball couldn't even make the water splash a little.
Thanks to his Level 5 water affinity, Level 6 chakra control, and Level 5 mastery of the Water Formation Wall Ninjutsu, Seii no longer had to expel water from his mouth to cast this Jutsu.
What's more, the defensive capability of the rotating water wall was far superior to the usual vertical, flowing water wall ford by this Ninjutsu.

They didn't rely on brute force, but on overwhelming skills.
Their Sharingan and specially customized combat techniques were primarily focused on deflecting, finding weaknesses, making their enemies dance to their rhythms, and striking them with fast, precise, and deadly blows.
No wonder they could challenge the Senju clan on equal grounds.
However, Uchiha Arata was out of luck.
Senju Tobirama, his father, drilled all the combat tactics and strategies to counter the Uchiha and their Sharingan in a lee to his very bones.

Unfortunately for Arata, Seii's Tenseigan already detected the incoming Yin Release chakra and quickly suppressed it with his overwhelming ocular power before it could even affect his chakra network to trap him in a Genjutsu.

"Very well. I will return the favor to ya!"
Seii's sudden voice startled Arata.

So, he dropped his short sword and held his hand up in surrender.

"Uchiha Arata has surrendered, and he can no longer continue."
"Senju Seii has won this round."
