At the last mont, he stomped the air repeatedly with Sky Walk, forcing himself upward.

He landed atop the Tower of Justice.

Confrontation

The CP9 agents lined up across from the Straw Hat crew.

Their eyes carried both shock and fear.

"Lucci, are you alright?" Kaku asked.

Lucci pressed his right hand against his injured shoulder, his tone calm.

He pointed toward the enormous flag flying above the Tower of Justice.

That flag had stood for 800 years.

Declaring War

On top of the courthouse:

Sanji stood with a cigarette between his lips.

Zoro rested his hand on his sword with a cold smile.

Both spoke at the sa ti.

The attack crashed toward the Tower of Justice.

He dragged Franky by the chains and fled toward the Gates of Justice.

Kaku and Blueno stepped forward to block.

Kaku transford into his Giraffe Hybrid Form, wielding dual swords.

Blueno stood directly in front of Zoro.

"Iron Body!"

Zoro paused.

"…Interesting."

His swords ca down.

Blood sprayed into the air.

Blueno lost consciousness instantly and crashed onto the island.

Kaku rushed forward.

"Get lost."

Zoro's blade glowed blue.

He swung once.

The flying slash blasted Kaku back toward the Tower of Justice.

Zoro landed calmly.

Now only Kaku and Jabra remained.

Zoro narrowed his eyes.

"You two?"

Sanji, Robin, and Nami stepped beside him using Sky Walk.

Chopper arrived with a massive leap using Jumping Point.

Kaku and Jabra stared in disbelief.

"Why… can all of you use Sky Walk?!"

Nami smirked.

"Isn't that sothing anyone can do?"

Zoro leaned against the wall and even closed his eyes.

"I'll handle these two."

Sanji cracked his neck.

"Then I'll go find Lucci."

"He should be waiting near the Gates of Justice, right?"

Sanji kicked the air repeatedly and shot forward like an arrow.

One by one—

The Straw Hats departed to face their opponents.

Kaku and Jabra didn't dare move.

The ocean had turned into an icy hellscape.

Luffy dashed effortlessly through countless ice chains.

He stretched out his hand.

Brilliant blue lightning gathered like a galaxy.

The electricity condensed into a lightning spear.

Muscles bulging, Luffy stepped on the air and hurled it.

It blasted toward the small figure standing on the frozen sea.

The ocean exploded into a massive crater.

Aokiji appeared unhard.

The spears changed direction and pursued him.

Blue lightning flickered in the sky.

Luffy appeared beside Aokiji and threw a punch.

But Aokiji grabbed his arm.

Instantly—

Ice spread across it.

Luffy's Armant Haki and lightning erupted.

Aokiji was blasted backward.

Blood trickled from his mouth.

The ice shattered.

His arm was completely fine.

Aokiji sighed.

He charged forward again in a flash of white light.

Luffy's expression changed.

He's not stronger…

He's holding back again.

Lightning vs Ice

High above the ocean—

White and blue collided.

Ice and lightning clashed violently.

Suddenly—
