They both looked at her.
"The security review covered the palace guard and the administrative staff who ca to us directly," she said. "It didn’t go into the household functions comprehensively. We didn’t have the resources to go that deep in the first three months." She paused. "Which is why this review matters."
"What do you want to do with the twelve," Elara said.
"Assess them individually," the administrative director said. "Not assu guilt from the appointnt. The cleared period appointnts include people who were placed legitimately and people who weren’t. The appointnt record being cleared doesn’t tell us which." She looked at Ken. "Can your reconstruction tell us more about why each appointnt was made."
"So of them," Ken said. "The paynt records tell us which office authorized the paynt, which tells us which command chain the appointnt was part of." He paused. "The ones authorized through the Empress Dowager’s household accounts are the ones I’d prioritize."
"How many," the administrative director said.
"Eight," Ken said. "Of the fourteen."
"Those eight get individual review," she said. "The other six get a standard updated assessnt and move on." She looked at Elara. "I want this done carefully. People who were placed by the previous network but who’ve been doing their jobs correctly for a year deserve different treatnt than people who were placed as active assets."
"Yes," Elara said.
This was the distinction she had made a year ago when sorting the palace servants — the corrupt, the complicit, the clean, the cowardly. The sa principle applied. Not everyone who had been placed by the wrong people was operating on behalf of those people.
"Ken handles the assessnt frawork," Elara said. "He knows how to run it without creating panic in the existing staff."
Ken nodded.
"Tiline," the administrative director said.
"The reconstruction finishes in three weeks," Ken said. "The assessnts take another three to four depending on how cooperative the secondary sources are." He paused. "Six to seven total."
"Do it," the administrative director said.
She returned to her docunts.
Ken returned to the appointnt records.
Elara looked at the working list.
Items twenty-three, twenty-four progress, and item fourteen beginning. The list was moving. Slower than she would have built in ideal conditions, faster than she had been able to move from the outside over the past year.
This was what institutional standing felt like.
Not power. Access. The specific ability to do the work that had always needed doing.
She picked up the pen.
Added a note to item twenty-two. ’Bloodline marker stability clause: provisional flag removed pending physician certification process establishnt. Tiline: two weeks.’
Looked at the note.
Added: ’confirm with new physician office re: capacity and tiline.’
This was the list. Always growing even as it shrank. The items that completed revealing the items underneath them, the dependencies resolving into new dependencies, the work continuing because work continued.
She was fine with that.
She had been fine with it since sowhere in the fourth month in Varen when she had looked up from item twenty-two and understood that the list not getting shorter was not a failure state but a functional one. A list that stayed the sa length was a living system maintaining itself. A list that only shrank was a system being dismantled.
She wanted a list that lived.

At the seventh bell she walked back to the rchant district office through the early evening.
The capital had changed in the year she had been gone and had not changed.
The rchant district was the sa. The river sounds were the sa. The specific quality of late afternoon light on the stone buildings — the angle of it, the warmth of it — was the sa as it had been in the three months she had lived here before the passage.
What was different was the absence of the specific ambient pressure she had carried then. The constant awareness of the network, the threats, the attacks, the managed crisis of every day in the palace.
She was not managing a crisis now.
She was managing a list.
These were different things. The list had urgency — things that mattered, tilines that needed to be t, dependencies that had to be respected. But urgency without the specific weight of active threat was a different quality of urgency. Lighter. More directed.
She had not noticed how heavy the previous kind had been until she was no longer carrying it.
She filed this.
The system was warm on her shoulder.
’Any response to the relay,’ it said.
"You’d know before I did," she said.
’I don’t monitor the relay channel without your awareness,’ the system said. ’I’m asking, not checking.’
"No response yet," she said.
’It’s been twelve hours,’ the system said. ’Varen is active during the day. He may not have received it until evening.’
"I know," she said.
’You’re not worried.’
"I’m waiting," she said. "Those are different."
’Yes,’ the system agreed. ’They are.’
She walked.
The office was two streets ahead. She could see the light in the upper windows — Nadia at the relay, probably, or Petra reviewing docunts. The specific warm quality of a lit room in an evening street, the kind of light that ant people were inside working on things that mattered.
She had been walking toward that light for a year.
Not this specific light. The idea of it. The specific quality of a space that was functional and inhabited and directed by work rather than by performance.
She had it now.
She walked toward it.

Elara was at the table with the working list when Nadia said, quietly, without looking up from the equipnt: "Personal channel. Cipher key confird."
Everyone in the room — Mira, Dimitri, Petra, Ken — continued what they were doing. They had the specific quality of people who had decided, without discussing it, to be entirely focused on their own work for the next several minutes.
She was aware of this.
Filed it.
Under the thing with the label.
She went to the relay table.
Took the decoded ssage from Nadia.

’I read every relay report. I want to be clear about that. Not because the information was operationally relevant — most of it I was already tracking through Liang ridian’s internal reporting. Because I wanted to know. There’s a difference.’
’I’ve been waiting for a personal relay for eleven months. I didn’t send one because I didn’t know what I would say if I started. I was working on figuring that out.’
’You said you wanted there.’
’I’ve been wanting to be there since the sixth bell a year ago. I’ve been in Varen because it was where I was needed and because you hadn’t asked. You not asking was not — I understand why you didn’t ask. I’m not saying it as a complaint. I’m saying it because you said you wanted to say things clearly at least once and I want to do the sa.’
