Elara read it.

Read it again.

Sat with it for a mont.

The system on her shoulder said nothing.

She looked at the PS.

Despite everything — despite every quality she had about her that didn’t work the way other people’s worked, despite a lifeti and a half of navigating the world through analysis rather than feeling, despite the specific way she processed things that wasn’t the standard model — she found sothing happening at the edges of her expression that was not fully professional.

"He says whatever you say to systems," she told the system.

The system made the sound.

"Don’t," she said.

"I didn’t say anything," the system said.

"You made a sound."

"I contain—"

"Multitudes," she said. "I know."

She folded the relay ssage.

Put it in her inner pocket.

With the honest lines. With the margin notes. With the paper that said ’tell him you want him here.’

She went back to the table.

Picked up the working list.

Looked at item twenty-six.

Then looked at the back of the list, at the line with no item number.

She picked up the pen.

Added a note beside it.

’Three days. Two if the road is clear.’

Looked at that.

Set the pen down.

Mira, across the table, said: "Item twenty-one. The trade frawork legal instrunt. I found a structural issue in the fourth clause." She slid a docunt toward Elara. "I’ve drafted a revision but I want you to look at it."

"Yes," Elara said.

She pulled the docunt toward her.

Read the revision.

It was better than the original fourth clause.

"Good catch," she said.

Mira nodded. Returned to her work.

The office continued.

The system settled on her shoulder with the specific warmth it had when sothing had been resolved that it had been watching approach for a long ti.

It didn’t say anything.

It didn’t need to.

Three days later.

The capital was in the specific quality of late morning — the rchant district active, the river sounds layered under the street noise, the light at the angle that ant it was past the tenth bell and approaching the eleventh.

Elara was at the administrative director’s office with the independent bank instrunt, which had been reviewed and revised and was ready for signature.

She was explaining the isolation chanism for the second ti — not because the administrative director hadn’t understood the first ti, but because the administrative director had found a refinent she wanted incorporated before signing, which had required a third draft, which Elara had produced overnight and which was now on the table between them.

"The andnt to section seven," the administrative director said. "You incorporated it exactly."

"Yes," Elara said.

"The original section seven was already sufficient legally," the administrative director said. "The andnt strengthens the structural isolation under the specific challenge scenario I identified."

"Yes," Elara said.

The administrative director looked at the instrunt for one more mont.

Then she signed.

Two witnesses from the administrative staff. The imperial seal.

Done.

Item twenty-five. Completed.

Elara looked at the completed item number.

’Done’ in Mira’s handwriting was already being anticipated — she would update the list this evening when she got back to the office.

Twenty-five items complete. Twenty-one open.

She was thinking about this — the specific satisfaction of a completed item, the way it revealed the shape of what remained — when the administrative director’s assistant knocked.

"Your appointnt," he said. "The visitor."

The administrative director looked at Elara.

Elara looked at the assistant.

"Which visitor," she said.

"The man from Liang ridian’s eastern operations," he said. "He arrived this morning. He says he’s here for the guard structure review consultation."

The administrative director watched her.

Elara looked at the table for a mont.

Two days. The road had been clear.

"Send him in," she said.

The assistant left.

A pause.

The door opened.

Mahir ca through it with the specific quality she had been reading for the past fourteen months — the stillness, the contained attention, the precise movent through space that was neither careful nor careless but simply right. He was in traveling clothes again, different from the evening clothes at the dinner and different from the uniform before that, and he wore them with the sa quality he wore everything.

He looked at the room.

At the administrative director, whom he assessed in approximately two seconds with the completeness of soone trained for exactly that kind of rapid accurate assessnt.

At the table with its docunts.

At Elara.

He looked at Elara.

She looked at him.

Fourteen months.

He looked exactly the sa and completely different and she understood, registering this with the honesty she applied to all things, that both of those observations were accurate and neither of them were the point.

"The guard structure review consultation," she said.

"Yes," he said. His voice was exactly as she rembered it — the specific register of complete control that occasionally, in specific circumstances, allowed sothing other than control to be visible.

This was one of those circumstances.

Not dramatically visible. Just — present. In the way things were present when they had been true for a long ti and were no longer being managed into invisibility.

The administrative director was looking at neither of them, which was a very deliberate choice that Elara noted and appreciated.

"Ken is managing the primary reconstruction," Elara said. "The consultation function is—" She paused. "We’ll define the consultation function."

"Yes," he said.

"Sit down," she said.

He sat in the chair across from her.

The administrative director stood, gathered the signed instrunt and its copies, and said: "I have the financial integration submission to process. I’ll leave you to the consultation."

She left with the efficiency of soone who had made a decision to exit and was executing it.

The door closed.

The office was quiet.

Mahir looked at the table. At the working list that Elara had brought with her, the one with twenty-one open items and completed items in Mira’s handwriting.

"Twenty-one," he said.

"Twenty-five were completed before this morning," she said.

He looked at the list for a mont.

"Item fourteen," he said. "Guard structure review."

"Ken is doing the reconstruction," she said. "The assessnt frawork — the individual review of the eight priority appointnts — that part has more variables than reconstruction does. It requires reading people accurately under conditions where they may or may not be cooperative." She paused. "Ken is very good at many things. That specific thing is yours."

He looked at her.

"You have a function for ," he said.

"I have a genuine operational need," she said. "That’s different from a function."

"Is it," he said.

"Yes," she said. "A function is sothing I create to give soone a reason to be present. A genuine operational need is sothing that exists whether or not you’re here to fill it." She paused. "Item fourteen has existed for fourteen months. It’s been on the list since before the palace. The assessnt frawork is the piece that requires what you specifically do." Another pause. "You’re not here because I invented sothing for you. You’re here because the work needs what you are."

He looked at her steadily.

"Both things can be true simultaneously," he said.

She looked at him.

"Yes," she said. "They can."
