"We might need a ’frawork contract plus dynamic regulation’ model," Zhu Cheng thought aloud, "to set core paynt standards, but also leave a certain ’expert judgnt floating space,’ with a special committee to decide the paynt reasonableness for special cases. Of course, this requires a high level of trust and transparency."
