“United States…” the Pri Minister smirked, “They finally reacted, but it’s a stab in the back.”

Graham analyzed: “The United States might be applying pressure, hoping to make us tougher on the xico issue in North Arica. But the reality is, we don’t have the capital to be tough.”

The hooded man spoke again: “The xican side has conveyed a ssage through the middleman. If they subscribe to bonds to help stabilize the market, they hope we will cooperate in two areas: first, the Scottish agreent should be signed as soon as possible; second, there should be no ‘unfriendly maneuvers’ before the Olympics.”

“Olympics…” the Pri Minister chewed on the word, “They want to showcase ‘New xico’ to the world. And we are to be the backdrop?”

“Or the participants.” The hooded man said, “If senior mbers of the British Royals attend the opening ceremony, if we announce during the Olympics that we’ve reached a ‘historic reconciliation agreent’ with xico in the Great Lakes Region… then, to the world, this is not surrender, it’s two great nations joining hands to start a new era.”

The room was terrifyingly quiet.

After a long ti, the Pri Minister finally spoke, his voice as light as a whisper: “So the final plan is: we accept Scotland’s terms, using a fiscal commitnt for the next ten years to exchange for nominal unity; we attend the xican Olympics and play the role of ‘reconciliation partners’; we sign the Great Lakes Region transfer agreent to help xico stabilize the financial market for us; then, we hope that after all this, the United Kingdom still has so dignity left and hasn’t completely fallen to a second-rate country.”

No one answered.

Because the answer was apparent.

“Inform the Scottish side, we accept.” The Pri Minister stood up, his figure hunched, as if aging ten years instantly, “Prepare the Royal Family’s arrangents for attending the Olympics. Also… have the Foreign Ministry draft a statent about the United Kingdom and xico ‘jointly committed to a new type of post-colonial partnership.'”

He walked to the door, looked back at the cold steel door of the underground vault.

“Three hundred years of Empire,” he murmured, “The final value is becoming a supporting character on soone else’s stage.”

April 4th, London, Hyde Park

People.

As far as the eye can see, it’s all people.

Looking from the podium towards the surroundings, the crowd extends to the streets at the edge of the park, even further. Organizers claim over a million people, police estimate at least seven hundred thousand. This is the largest gathering in the United Kingdom since the Second World War.

On the podium, Sarah Kent wore a simple white shirt and held a microphone. Her voice was already hoarse, but through the speakers scattered across the park, it was still clear and powerful.

“…They tell us to endure! To trust the system! But what do we see? We see the governnt taking our money to subsidize bankers, to fight a war that can’t be won, to maintain an outdated Royal Family!”

“We see the Scots using the barrel of a gun to fight for rights, and then London negotiating with them! Why? Because they have guns! What about us? We only have ballots—and the ballots seem no longer enough!”

The crowd erupted with a tsunami-like roar: “Not enough! Not enough! Not enough!”

In the crowd, Allen—the “organizational developnt expert” of Hydra—was calmly directing marshals to maintain order, ensuring dia caras could capture the best angles. His assistants were quickly distributing new printed copies of the final version of the Charter, which had gathered over a million signatures.

“Today, we are here not to beg, but to declare!” Sarah shouted, “Declare that the English people want to reclaim their fate! Declare that we demand a true, fair constitution! Declare that the ‘English Congress’ is not a temporary protest but a new beginning!”

She raised the Charter she held: “This is our blueprint! Demand the abolition of the House of Lords, reform the electoral system, Royal finances transparent, wealth redistribution, public services returned to the people! We have gathered over a million signatures and will formally submit them to Parliant next week!”

“What if Parliant ignores them?” soone shouted from below.

Sarah paused and then said, word by word: “Then we will vote them all out! If the current system refuses to change, then we will change the system! If London does not heed our voices, then we’ll make our voices too loud to ignore!”

The cheers were deafening.

On the park’s periphery, thousands of police officers ford a human wall, but there was no sign of intervention. Further away, several military trucks were parked at the street corners, soldiers waiting inside but not getting off.

A black sedan stopped at the edge of the park, with tinted windows. Inside, the Director of Military Intelligence Five and the London Police Chief watched surveillance screen footage.

“She’s calling for constitutional reform, not violent revolution,” the Police Chief said, “If we rush in to arrest people now, we’ll beco the laughingstock of the world.”

“But if this ‘Congress’ is really organized, becoming a parallel power institution…” the Director of Military Intelligence Five was troubled.

“That isn’t a matter for the police, it’s for politicians to handle.” The Police Chief turned off the surveillance screen, “Our orders are clear: prevent violence, protect property, but don’t intervene in peaceful gatherings. As for political consequences… let Downing Street have a headache over that.”

He gazed at the sea-like crowd outside the window and softly added: “Honestly, do you think she can be wrong? Look at this country, look at what we’ve beco.”

The Director of Military Intelligence Five was silent.

anwhile, at 10 Downing Street, the Pri Minister watched the live broadcast from the BBC. Hyde Park had beco an ocean of flags and banners, with the lightning emblem of the ‘English Congress’ visible everywhere.
