Currently, the Heaven team, a division of Team Rocket, is still primarily composed of Cain and his six companions.
There isn’t a clear hierarchical structure yet, but once Cain manages to formalize this division, the rules will be implented officially.
For now, the current mbers, once the regulations are established, will at least hold mid-level managent positions. This is sothing Viper likely understands, which is why he will put great effort into his work.
Although Viper was third-in-command in the Black Serpent Gang, compared to what the Heaven team represents now, there’s no comparison. Be it in power, managent thods, or resources, the differences are evident.

The eting mainly focused on the creation of the hunting team and future tasks for each mber. It’s clear that the basic structure is already in place, but filling this structure with "flesh and blood" will take ti.
"I’m going to organize the backyard. No one should go near it, and it would be wise to build a wall between the yard and the main house. There are things that need to be handled carefully," Cain ordered.

Until now, Cain always carried all his Pokémon with him. While this fosters a strong bond, it’s not always necessary.
Many trainers prefer to leave so of their Pokémon in training centers. After all, as the number of Pokémon grows, it’s impractical to release twenty or thirty at a ti just for a al; that would take all day.
Cain would prefer to have a space like the unnad island he discovered in the sea, which has the perfect environnt for his needs. However, that’s not feasible for now.
Additionally, with the establishnt of a gym in Leafy Town, security will increase significantly.
Perhaps, both the underworld and the visible power of Leafy Town will soon be under Cain’s absolute control.
If this were ancient tis, Cain would be like the feudal lord of the region.
After the eting, Cain quickly withdrew. He has many responsibilities but prefers to focus on training and strengthening his abilities. He likely won’t get directly involved again until it’s ti to establish a black market in Leafy Town or officially set up the gym.
The others understood that Cain primarily focused on raising his Pokémon, so they rarely disturbed him unless necessary.
In this world, strength is what truly matters.
The power of an organization only serves as a complent to personal strength. For example, Team Rocket wouldn’t have grown so successfully if it weren’t for Giovanni, whose power allows him to face champions. His influence is unquestionable everywhere.
If it weren’t for the League closely monitoring him in Kanto, Giovanni would have likely led Team Rocket to conquer Hoenn in less than three months.
However, the League doesn’t want Team Rocket to continue expanding. They’d rather see Hoenn remain divided than allow the organization to grow.
Team Rocket could take control of new regions if they wanted to, but the League won’t let that happen. They fear that if Team Rocket continues to grow, it will no longer be them dictating the rules of the Pokémon world.
Back in his room, Cain sat in front of his video call device.
For the first ti, he decided to contact his ntor, Matsuda Takashi.
After about thirty seconds of waiting, just as Cain thought old Matsuda wouldn’t answer, the call was picked up.
Old Matsuda appeared, his ntor, wearing a slightly yellowed white coat. His hair and beard were disheveled, and his eyes showed signs of fatigue, bloodshot and weary. It was clear he was very busy.
"What is it, boy? I’m in the middle of an experint, so if you have sothing to say, say it quickly so I can get back to work," old Matsuda said impatiently.
Despite having the power of an elite-level trainer, old Matsuda preferred to focus on Pokémon breeding. He spent most of his ti conducting experints and creating energy-rich Pokéblocks.
Although not all his experints were successful, old Matsuda enjoyed this aspect of his life.
One could say that much of the strength of old Matsuda’s Pokémon ca from his dedication to breeding. With the right resources, an experienced breeder like him could raise a Pokémon to Quasi-Champion level.
However, this requires an exorbitant amount of resources—enough to train several elite-level Pokémon.
Moreover, such Pokémon would only have superficial strength, lacking real combat abilities.
For a Pokémon to surpass its limits and beco a true champion, the trainer’s involvent is crucial.
Seeing his ntor’s disheveled state, Cain frowned and said, "Master, you should also take care of your health. If a breeder like you falls ill, you’ll beco the laughingstock of others."
It was evident that old Matsuda had gone several days without sleep due to his experints.
